Q/A Cutoff Date: 09/27/2024 Q/A Cutoff Time: 04:00 PM EDT Comments or Questions Due: September 27, 2024, 4:00 local prevailing time In writing to: Kris Littreal, Facilities Director 120 Hope Lane Bristol, VA 24201 (276) 821-6261 klittreal@brha.com FAX (276) 642-2009 Period of Contract: 120 Calendar Days Pre-Bid Conference: Non-applicable The purpose and intent of this Invitation For Bid ("IFB") is to establish a firm fixed price contract with one qualified contractor for tree trimming and removal at two (2) developments for Bristol Redevelopment and Housing Authority ("BRHA") in accordance with the terms, conditions and specifications contained herein. This solicitation is issued by BRHA, herein referred to as "the Authority" or "BRHA". The contract would be for a period of 180 days. The work to be performed by the Contractor shall include, but not be limited to, the supplying of all labor, equipment, tools and any services, accessories and procedures necessary to perform under these specifications. The BRHA properties to be serviced are as specified in Exhibit "B" BRHA Site Map. 1. The work to be completed under this RFP shall consist of Tree Removal and Tree Trimming as listed. Any tree(s) misidentified does not relieve contractor from performing work required. 2. All activities performed under this contract shall conform to the most current published ANSI (American National Standards Institute) A 300 standards for pruning and tree support systems. 3. All activities performed under this contract shall conform to the most current published ANSI Z133.1 standards for safe arboricultural operations. 4. Contractor shall have under their employ at least one employee who holds an ISA (International Society of Arboriculture) Certification, and Contractor shall ensure that ISA Certification is maintained throughout the contract period. All work shall be supervised on-site by an ISA Certified Arborist. 5. All wood waste and/or nonhazardous debris produced under this contract shall be removed from the job site by the Contractor the same day it is produced, unless specified alternative arrangements are made with BRHA representative. The contractor shall collect and remove all waste twigs, sawdust and leaves that have been produced as a result of a tree service activity. The Contractor shall not leave debris in BRHA dumpsters or in any non-Contractor owned dumpster. The Contractor shall not incinerate debris, and/or dump waste by/in the street or road. 6. Daily site inspections will be performed by BRHA. Contractor shall be responsible for and will be notified by BRHA of all damage to turf and soil depressions and damage to surrounding trees, shrubs and grassy areas. 7. All Contractors' employees, while working on BRHA property, must wear a clearly displayed photo identification badge. Badges must be available but will not be required to be worn when protective clothing and respiratory protection is required. 8. The contractor shall perform all work in accordance with the latest governmental safety regulations and including, but not limited to, the Department of Labor, Office of Safety and Health Administration Regulations and Suggested Practices. 9. The Contractor shall be responsible for all applicable permits and licenses. 10. The Contractor shall make all necessary arrangements with any utility that must be protected or relocated in order to accomplish the work. The Contractor shall be solely responsible for the protection of the operating condition of all active utilities within the area of construction and shall take necessary precautions to avoid damage to existing utilities. The Contractor shall protect all buildings, vehicles, furniture, equipment, personal items, trees, shrubs, lawns and all landscaping on BRHA property from damage. Any damaged property shall be repaired or replaced at the Contractor's expense. The Contractor's shall protect all work and materials from damage by his work, workmen, subcontractors' work or subcontractors' workmen. Any damage to existing utilities, equipment or finished surfaces resulting from the performance of this contract shall be repaired to BRHA's satisfaction at the Contractor's expense. 11. Traffic control - where the fall of a limb or tree would create a hazard for an employee, pedestrian or vehicular traffic, a means such as, but not limited to, a barrier or traffic control director shall be used to prevent injury. CANCELLATION OF CONTRACT: BRHA reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon written notice to Contractor as established in Section 3 of HUD Form 5370 "General Conditions for Small Construction Contracts" (reference Exhibit "J"). Any contract cancellation notice shall not relieve the Contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation. Contractor may cancel and terminate any resulting contract, in part or in whole, without penalty, upon sixty (60) days written notice to BRHA. RENEWAL OF CONTRACT: N/A
