RFP for the planning, design, and engineering of improvements to Thomas A. Cloud Memorial Park. The City of Huber Heights, a municipal corporation, is soliciting professional services for design, planning, engineering services, and construction oversight for improvements to Thomas A. Cloud Park including a splash pad, amphitheater, restroom, and concession facility. The following instructions are to be considered an integral part of this proposal. The person signing the proposal certification form must initial any changes or corrections made to this proposal. Thomas A. Cloud Park has served as a hub for community recreation and leisure since 1973. In 2009 Montgomery County transferred the park to the City of Huber Heights. The park is 134 acres and located at 4707 Brandt Pk. in Huber Heights. Since this time, the City has continued to facilitate youth sports leagues, community events, and provide leisure amenities. In 2010 a splash pad was added to the facility. The splash pad is now at the end of its useful life and repairs have begun to pile up each season. The splash pad receives a high bather load and is undersized for the hundreds of children it serves on some of our hottest days of the year. In addition to this impending splash pad replacement, a few compounding factors have elicited the review of Thomas A. Cloud Memorial Park's amenities and usage. The City of Huber Heights is a growing midsized city serving both Montgomery and Miami County residents. Community feedback indicates a desire for more recreation offerings and large-scale community events. Current Park amenities can meet basic needs but offer little room to scale or enhance park offerings. If there is any question whatsoever regarding any portion of the instructions or specifications, it shall be the respondent's responsibility to seek clarification immediately from the City of Huber Heights No later than close of business on September 12, 2024 unless otherwise stated in the documents. Oral interviews may be conducted by the City Review and Selection Committee for the Contractors who submit a Proposal and were shortlisted. The Committee may call for oral interviews. The City reserves the right to retain all proposals submitted and use any idea in a proposal regardless of whether said proposal is selected. No set budget has been defined yet. A range between $7 Million and $12 Million is likely. We are seeking a firm that can group the project into phases and help us understand what is possible in each phase at a variety of price points. The method of Contractor Selection has not been Determined at this time.
