Site work for a communication facility in Salem, Oregon. Completed plans call for site work for a communication facility.

Location: Oregon Emergency Management 3930 Fairview Industrial Dr. SE, Salem, OR 97302 You are requested to provide firm-fixed pricing for the services specified in the Statement of Work (SOW) in accordance with the RFQ attachment provided. Funding has been obtained for this proposed procurement in an amount equal to or greater than the Independent Government Cost Estimate (IGCE). The Government requests pricing for the services listed in the SOW to be in effect for thirty (30) days after the date of your RFQ response. Award will be made to the lowest priced, technically acceptable proposal. The technical approach should not include prices. The price breakdown should be provided as a separate document. Period of Performance (POP): All work shall be completed by the contractor within 30 calendar days from the award date of the resulting order. 1) Installation of USAP 1942 HF Antenna. a) The contractor shall install a USAP 1942-RT antenna on the roof top per the manufacturer's specifications in the designated location. (USAP 1942-RT Antenna Kit provided by FEMA, conduit and roof mounting points installed by FEMA) (Attachment A) b) The building is two stories tall, and the roof is accessible via an interior ladder access on second floor. c) Center mast to be attached to existing center mounting pole with FEMA-provided pipe-to-pipe clamps. (Attachment B) d) The antenna is to be mounted to the provided 4 corner point eye-loops. (Attachment C) e) Antenna grounding is to be attached to the 4 corner masts via drilling bolt-holes and using FEMA-provided 3" bolts, nut, and grounding lugs. f) Antenna grounding to be tied together at the center mast via drilling bolt-hole and using FEMA-provided 3" bolt, nut, and cable ring terminals. 2) Installation of new transmission line and grounding. a) The contractor shall install FEMA-provided Andrew LDF4-50A 1/2 " Heliax through the existing designated 2 inch conduit (silver color) between the 1942 antenna balun and the Surge Guard lightning protection at the facility-provided indoor grounding point. Approximant distance of +/- 150 feet. (Attachments D, E, F, G, H) b) The contractor shall install FEMA-provided "N" Male connectors (part number: L4TMNPSA) at each end of the transmission line to be connected to the antenna balun and surge guard. c) The transmission line shall be physically secured to the center antenna mast with FEMAprovided cable hangers. d) The contractor shall install FEMA-provided LDF4-50A 1/2 " Heliax transmission line grounding kit onto the hard line at the base of the antenna prior to entry into the conduit. e) The contractor shall install FEMA-provided, NexTek Surge Guard-Lightning Protector (part number PTRONFONF80S) to the indoor facility grounding bar. (Attachment G) f) The contractor shall install FEMA-provided Andrew LDF4-50A 1/2 " Heliax transmission line between the Surge Guard lightning protector and the FNARS radio rack through customer provided conduit and customer's prescribed path to the IT rack room, leaving sufficient slack to allow the rack to be moved 5 feet in any direction if needed. Approximant distance of +/- 50 feet. (Attachments H, I, J, K) g) The contractor shall install government furnished LDF4-50A "N" Male connectors (part number: L4TMN-PSA) on each end of the transmission line at the Surge Guard and the other end to be connected to the to the FNARS radio rack. Transmission line to be secured neatly from cable tray to rack location. h) If the FNARS radio rack is not on-site at the time of antenna installation, contractor to terminate the length of the hardline to reach to the floor of the IT rack room where the FNARS radio rack will be set, then roll up and secure above rack placement location. (Attachment K) i) Grounding and Bonding a. The Contractor shall install all grounding and bonding according to the U.S National Electrical Code (NEC) and R56 grounding codes. FEMA will provide #2 copper ground wire and grounding lugs. b. Either as part of, or in addition to, the above listed grounding and bonding requirements, the following grounding and bonding shall also be completed: i. Install #2 copper ground wire through the installed 2 inch pipe and NEMA weather box to the center mast non-penetrating mount and the customer provided grounding bus bar. ii. The contractor shall install ground wire to the lightning protection device if needed. j) Weather Sealing a. The contractor shall provide and install, by industry standards and following manufacture recommendations, new weather seal material on the LDF4-50A cable/connector at the antenna balun RF connector. b. The contractor shall provide and install, by industry standards and following manufacture recommendations, new weather seal material on the LDF4-50A 1/2 " hard line ground kit at the antenna base. c. Weather seal the PVC conduit at both ends and around the NEMA weather box as needed with UV resistant silicone. 3) Testing a) The contractor shall preform a 2 to 30 MHz VSWR sweep along with DTF sweeps documenting the as is installed length of the hardline run and the length to the antenna balun on the newly installed antenna/transmission line system.
