PURPOSE The purpose of this Request for Proposals (RFP) is to solicit qualified and interested professional firms to submit proposals for providing Commissioning Authority Services to Chesterfield County and Chesterfield County Public Schools ("County"). To facilitate its needs, the County desires to establish contracts under which individual projects can be assigned on an as needed basis. The County reserves the right to award to multiple firms. BACKGROUND Building commissioning of new construction, major renovations, and existing buildings (retro commissioning) is an industry norm. Energy and environmental design objectives for building construction and operation encourage basic commissioning and enhanced commissioning is also a common practice. The County's Environmental Building Guidelines require a minimum of fundamental building commissioning for all new construction and renovations greater than 10,000 square feet, and the County chooses the option for enhanced commissioning when warranted. Chesterfield County Public Schools Design Guidelines recommend a commissioning agent be independent, and focused on mechanical, electrical, plumbing and envelope commissioning. The County may also include material commissioning if warranted to check for potentially hazardous materials such as asbestos with a goal to build "asbestos free" buildings, and fire alarm commissioning. SCOPE OF WORK/SPECIFICATIONS A. The Commissioning authority, hereinafter referred to as "Commissioning Authority" or "Authority", will work with the County's Architect/Engineer or other Consultant(s) on individual projects assigned by the County to develop the requirements for commissioning and to gain a complete understanding of the design intent of all building systems and subsystems. The Authority represents that all tasks will be performed in accordance with generally acceptable professional standards, laws, regulations, codes, ordinances, requirements and best practices and further represents that the advice and consultation provided shall be within their authority and capacity as licensed professionals.
