The request for information deadline is noon Thursday, September 26, 2024. The City of West Haven is seeking proposals from qualified contractors to provide ROOFING SERVICES on an as -needed basis. The awarded contractor(s) will enter a multi-year contract (two years, with an optional one-year extension) to perform various plumbing services across city-owned properties and facilities. The RFP outlines the scope of work, proposal requirements and evaluation criteria. The scope of work includes, but is not limited to, the following: The City of West Haven is soliciting proposals from qualified contractors to provide oncall roofing services for various City-owned buildings and facilities. The successful contractor will perform services on an as-needed basis over a multi-year contract period. The City seeks a contractor capable of providing timely and efficient roofing services to ensure that its facilities are properly maintained. Scope of Services The selected contractor will provide, but not be limited to, the following services: 1. Roof Repairs and Maintenance: Addressing any leaks, patching holes, and performing regular maintenance. 2. Emergency Repairs: Providing immediate response to emergencies such as storm damage. 3. Roof Replacement: Replacing sections of roofs or entire roofing systems as necessary. 4. Roof Inspections: Conducting regular inspections and providing written reports on the condition of roofs. 5. Waterproofing and Sealing: Applying waterproofing measures to roofs and ensuring proper sealing around vents, skylights, and other protrusions. 6. Gutter Maintenance: Cleaning, repairing, and replacing gutters and downspouts where needed. 7. New Installations: Installation of new roofing systems as required by the City. The City will not honor a request for a solicitation correction or clarification, if the request is made less than sever (7) calendar days, prior to the date of the bid opening. The City will make any and all interpretations and any supplementary instructions, in the form of written addenda to the specifications, which if issued, the City will publish on it's website. With three (3) days of the published date for a bid opening, the City will not issue solicitation addenda, except if it needs to extend the date of the bid opening. All bid forms must be filled out in ink, be typewritten, or be printed. The City may reject bid forms that are illegible or that contain omissions, alterations, additions, or items not called for by this solicitation. Bidder must complete the bid forms as the entity (or individual, in the case of a sole proprietor) bidding, and the bid forms must be signed for the entity (or induvial) by an authorized person. The City may reject a bid, if the Bidders historical performance, in the City's sole opinion, has been unsatisfactory in any manner or if the Bidder has habitually or otherwise, disregarded its obligations to subcontractors, suppliers, or employees. Bidder may not collude with any other entity or person in the submission of its bid. Bidder must sign and include their Non-Collusion Affidavit with their submission. Bonds provided pursuant to a bid or contract award, must be from a company that is permitted to write bonds in the State of Connecticut. Bidder pays for all bonds, and may include the cost of bonds, in its bid. For all bids over $50,000, the Bidder must furnish with its bid, a bid guarantee in the amount of five percent (5%) of its total bid price. A bid guarantee is either: A Bid Bond or A Certified Check made payable to: Treasure, City of West Haven. Failure to enclose a Bid Surety with your bid, when required, or to submit a surety other than those specified, is caused for rejection. Upon the City's bid award, unsuccessful bidder may request the City to return its Bid Surety. The City will retain the successful (awarded) Bidder's surety, until it has fulfilled its obligation with the City of West Haven. In accordance with Conn. Gen Sta. 49-41 (f), for each bid of more than five hundred thousand dollars ($500,000) for the construction, reconstruction, alteration, remodeling, repair, or demolition of any public building for work by the City, paid for, in whole or in part, with state funds, Bidder must ensure the surety contract contains the state required language. For each contract exceeding one hundred thousand dollars ($100,000) in amount, Bidder must furnish to the City, on or before signing the award contract, a performance bond in the amount of the bid (100% bond). In accordance with Conn. Gen. Stat. 49-41 (a), for each contract exceeding one hundred thousand dollars ($100,000) in amount for the construction, alteration, or repair of any public building or public work of the City, Bidder must furnish to the City on or before signing the award contract, a payment bond in the amount of the bid amount (100% bond). Procurement Department, prior to the bid opening's stated date and time. The City will reject a late bid. The City will not waive this requirement for a bid delayed by the U.S. Mail or any other delivery service. OPTIONS: The City may reject any or all bids, or all options, in whole or in part, and may award any item, group of items, or the entire solicitation, if the City believes it is in its best interest. The City may waive a technical error in a bid. If Bidder makes a mathematical error in tabulating bid pricing, the City will retabulate with the written unit price.
