Renovation of an educational facility in Washington, District of Columbia. Completed plans call for the renovation of a 141,000-square-foot educational facility.

The Department anticipates awarding a design-build contract (the "Agreement", "Contract" or "Design-Build Agreement") to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for Euclid MS, which will be approximately 141,000 square foot school facility at the site of the former Banneker High School. Euclid MS will be a new middle school program in the District of Columbia Public Schools ("DCPS") portfolio and therefore does not have an existing student population. The District of Columbia ("District") Department of General Services (the "Department" or "DGS") is issuing this Request for Proposals ("RFP") to solicit design-build proposals ("Proposal(s)") from offerors ("Offeror(s)") interested in serving as the design-builder (the "Design-Builder" or the "Contractor") for the modernization of Euclid Middle School ("Euclid MS"), located at 800 Euclid Street NW, Washington, DC 20001 (the "Project"). The Design-Builder shall design and construct a renovation of the existing building to accommodate the educational specifications ("Ed Specs(s)" or "Educational Specifications") to bring it in line with the DCPS Ed Specs. The Ed Specs for the Project represents a smaller square footage than the existing building, however it is expected the entire building will be fully modernized, any additional space beyond the Ed Spec program and gross up spaces will be determined through the design process. The historic Banneker High School building was built in 1939, with an addition following in 1950. The building has since had two additional construction projects, including a upgrades to the ground level classrooms and a library area in 2015. The elevator in the building was replaced in 2015 but has ongoing issues and should assumed to be replaced. The Project site is limited to the area directly surrounding the building, the remaining portion of the property is Department of Parks and Recreation ("DPR") operated spaces. The site does not have a parking area and parking will not be included as part of this Project. For avoidance of doubt, the construction limits of disturbance shall be assumed to be the far-side of the sidewalks immediately surrounding the building on the south and east side. The limits on the north and west side are the curb of the street. An allowance will be noted for any work on the DPR spaces outside of this area. Any public space work required shall be included in the scope of the Project. Contact Information Omer M. Such questions or requests for clarification will be submitted to the Department's POC. The Department will review all questions and/or requests for clarification received and, if it deems appropriate, in its sole discretion, may modify the RFP Documents through an addendum. The Department is allocating a budget of $98,000,000.00 for this Project ("Project Budget") for full services of design, construction, public art, inspections, furniture, fixtures, and equipment ("FF&E"). The Offeror shall assume approximately 2% of the design and construction budget will be available in Fiscal Year ("FY") 2025, approximately 8% will be available in FY 2026, approximately 50% will be available in FY 2027, and approximately 40% will be available in FY 2028, and the Offeror shall be expected to execute the design and construction work in accordance with the available funding. Accordingly, Offerors are to base their Proposals on the approved budget. The Department requires that this Project will start upon execution of Notice to Proceed ("NTP") issued by the Contracting Officer ("Contracting Officer" or "CO") and be ready for staff, teachers, and students for the 2028/2029 school year as further described in Section 1.6 of the RFP. The Substantial Completion Date is July 14, 2028 The Final Completion Date is January 17, 2029 Notice of intent to award (anticipated): December 30, 2024 Notice to Proceed / Letter Contract (if any) February 27, 2025 Contract April 2025 The Question Submission Deadline is hereby changed to October 8, 2024, at 2:00 P.M.
