Site work, paving and renovation of a bridge / tunnel in Cincinnati, Ohio. Conceptual plans call for the renovation of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

Questions will be answered and posted to the Opportunities page on the OFCC website. Cincinnati State's Clifton Campus is the college's largest campus. It is located at the intersection of Ludlow Avenue and Central Parkway and consists of 3 educational buildings, two parking garages, 5 surface lots, an occupational therapy location and greenhouse. The origins of the campus are its main building (MAIN), constructed in the 1950's originally as a high school. Two additional buildings, the health professions building (HPB), and the advanced technology learning center (ATLC) were constructed in 1990 and 2002 respectively. Most of the mechanical systems and their supporting infrastructure are beyond expected service life and require long overdue upgrades. The MAIN building has a central chilled water plant with 2 chillers, 2 primary and 4 secondary chilled water pumps, 2 cooling towers with 2 condenser pumps, a central hot water plant with 5 boilers, 5 boiler pumps, 5 secondary hot water pumps, 2 domestic hot water heat exchangers, central compressed air, 170 VAV boxes, and 54 air handlers. 42 out of the 54 air handlers are well beyond their life expectancy. 7 air handlers have been recently replaced, 2 air handlers are to be replaced in winter 2024/2025, and only 5 air handlers are below expected service life age. 15 air handlers are high priority replacements; they are cooling-only units, with deficient heating capacity in the spaces, due to perimeter heat that had been abandoned during a steam-to-hot-water conversion, without accounting for heating capacity substitution. These cooling-only units furthermore are unable to supply appropriate ventilation air during times with colder outside air temperatures. The ATLC building has 7 air handlers, 13 heat recovery units for kitchen hood exhaust, 2 boilers, 4 hot water pumps, 2 chillers, 4 chilled water pumps, 2 cooling towers, 2 condenser water pumps, 2 water heaters, 1 circulation pump, 20 exhaust fans, 8 fan coil units, 17 unit heaters, 160 fan powered VAV boxes. The HPB building has one air handler, 2 boilers, 2 hot water pumps, and approximately 70 VAV boxes, 8 unit heaters, fin tube radiator perimeter heat, 2 fume hood exhaust fans, and 6 exhaust fans. The college's administration and board of trustees would like to hire a qualified engineering firm work with the college to develop a comprehensive Mechanical, Electrical and Plumbing (MEP) master plan for the Clifton Campus, to guide future efforts for replacement, renovation and upgrade for the college's inefficient and aging MEP systems. Cincinnati State desires to create a long-range plan for managing and supporting its mechanical systems and catalog each of the capital and operating issues by importance for review by decision makers. The master plan will include a summary of the existing systems, with general state and expected service life, proposed replacement/renovation plans, estimated cost for replacement upgrades and a strategy for phasing the projects. The selected design team will have experience in the development of higher education master plans. This project will be funded using local funds. B. Scope of Services Cincinnati State intends to engage the services of a qualified engineering team to provide the following: 1. Analyze existing MEP systems, and supporting infrastructure, review existing college documents, field investigate. 2. Make evaluations of each building's MEP and infrastructure systems as to current state of condition, heating and cooling capacities, current replacement needs, and a forward look at renovation. 3. Evaluate and make recommendations for bringing the indoor air quality (IAQ) for each air handler zone up to current standards (minimum ventilation rates), also for outside air/exhaust/relief air, and for total building pressurization. 4. Evaluate and make recommendations to substitute the heating capacity lost during a former steam-to-hot-water conversion. 5. Make recommendations on the replacement or renovation of MEP and infrastructure systems based on bringing the systems up to current code, remaining service life, efficiencies gained, return on investment, etc. 6. Take the architectural Clifton campus master plan into account for any recommendations. 7. Address the ability to expand the college's facilities based on existing MEP systems. 8. Preliminary Budgeting. 9. Project Phasing and Costing. Develop phasing strategies and high-level, preliminary cost estimates for recommended renovations. 10. Create and deliver a comprehensive MEP master plan for each building, suitable for capital requests. a. Graphics presentations and plan views b. c. d. Description of master plan process Documentation of data and analytics incorporated into planning process Final Report and working files 11. Prepare a final presentation for use at the CCC Board of Education meeting. The selected Consultant, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or Contracting Authority, the cost breakdown of the Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Growth, Diversity & Equity ("EDGE") Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Master Planning, Facility Condition Assessment, Program Development, Meeting Facilitation, Conceptual Estimating, Phasing and Budgeting, and any Additional Services as agreed upon as provided by the Consultant and their sub-consultants.
