Linn County 3rd Fire District Generator Project Community and Development Block Grant Disaster Recovery Program 20-DRI-013 Purpose: Qualified bidders may submit bids for the Linn County 3rd Fire District Generator Project located at 700 Iehl Street, Central City, IA 52214. Procurement for work is being carried out by the 3rd Fire District trustees, by direction of the Linn County, Iowa Board of Supervisors. Project information/Scope: o Purchase and installation of a fixed 60kw Natural Gas and Generator Phase 3, transfer switch, and appropriate conduit and wire (approximately 70 ft of electric and 20 ft of gas), with slight ground disturbance. Provide any and all required electrical material and labor to make any and all required electrical alterations. Site preparation includes pouring a concrete pad, roughly 5 ft. x 8 ft. Bid Requirements and Submission Information: Any person with disability requiring special accommodations must contact Steve Enabnit no later than 7 days prior to the bid opening. No plans are available at this time. Estimated project completion would be March 1st of 2025, but that is subject to change. Initial pouring of concrete would be this fall, with generator installation either this fall or spring, dependent on supply chain and weather. The concrete plant in Central City normally closes late October or early November as they do not have a hot water supply. Pad to be completed before then or else concrete will need to be sourced elsewhere. Linn County notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. This project is being supported with U.S. Department of Housing and Urban Development, Community Development Block Grant (CDBG), Disaster Recovery grant funding. Therefore, certain restrictions, contract provisions, and other federal requirements attach to this opportunity. Award of contract is subject to the requirements of the Iowa Economic Development Authority. Pursuant to the requirements of the Community Development Block Grant, Davis-Bacon wage rates are to be used on this project. Current wage rates are available in print and digitally upon request, and it is the Contractor's responsibility to make sure that they are using the most current rates at the time of bid opening. Wage rates should be reviewed prior to submitting a proposal the day of bid opening. Current Davis Bacon Davis-Bacon Act WD # IA20240069 Mod 10. View on Sam.gov or request from the 3rd Fire District. Contract provisions can also be obtained by contacting Steve Enabnit at the 3rd Fire District. Contractors must not appear on Sam.gov disbarment list, including any subcontractors. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Must have or be able to attain necessary permits for the project. This bidding process follows Iowa Code Ch. 26.8, Iowa Construction Bidding Procedures. Bidders shall accompany the bid with a bid security equal to five percent of the bid estimate. Linn County, Iowa intends to award a contract to the lowest responsive, responsible bidder Linn County does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the jurisdiction.
