The Dystor is a solids processing and gas capturing treatment unit. Life expectancy of the gas lid and cover is 12-15 years. The current one was installed in 2009. Leaks began right on schedule a couple of years ago, and the membrane cover is in need of replacement. Bid security in the form of a certified bank check or bank draft payable to the City of Carbondale, or a satisfactory bid bond, in the amount of 10% of the total bid price, as specified in Section 2-7 of the General Conditions and The City of Carbondale's Policy for Disadvantaged Business Enterprise and/or Workforce Participation Goals in Contracts are required to be submitted with the Bid. This Project is also subject to the State of Illinois Job Works Jobs Program Act and the Illinois Works Apprentice Initiative. Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820ILCS 130/1-12). No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without consent of the City of Carbondale. The Contract shall be awarded to the lowest responsible bidder complying with the provisions of this Invitation for Bids. The owner reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal in the interest of the City.
