Renovation of a residential development in Charleston, South Carolina. Conceptual plans call for the renovation of a residential development.
The Housing Authority of the City of Charleston ("CHA") is requesting Statements of Qualifications submissions from comprehensive development teams with extensive Choice Neighborhood (CN) housing development and implementation experience to be considered for CHA a long term Master Developer Agreement (MDA) to implement a comprehensive and complex revitalization strategy for the Gadsden Green Homes and Gadsden Green Homes Extension public housing site and surrounding CN, including mixes of incomes, uses, and financing sources Question Deadline 10/21/2024 at 12:00 PM ET Questions regarding the RFQ should be sent to Priscilla M. Waring, Procurement & Contracts Manager via email pwaring@chacity.org. A CHA-selected committee will evaluate the proposal packages submitted. Evaluation factors include: Respondent and Team Experience 35%; Methodology 35%; Financial Resources and Financial Capacity 15%; DBE/MBE/WBE Experience and Participation Plans 10%; Section 3 Plan/Requirements 5% Total Points 100. CHA will select the proposal that is most advantageous to CHA when all evaluation factors are considered. This project is federally assisted and will obligate the ultimate awardee not to discriminate in employment practices and otherwise to adhere to applicable federal requirements. Minority; women-owned businesses; Section 3 Businesses and Veteran Owned Businesses are encouraged to respond. CHA reserves the right to retain all proposal packages submitted and use any idea in a package regardless ofwhether the package is selected. CHA reserves the right to waive irregularities and to reject any and all proposals. The method of Contractor Selection has not been Determined at this time.
