The University and Webcor Builders have determined that bidders who submit bids on this project must be prequalified. Prequalified bidders will be required to have California Contractor's License Classification(s) that must be current, valid and in good standing with the California Contractor's State License Board. License(s) required as noted below or other appropriate License(s) approved byCSLBforthe Scope of Work and have current DIR registration. The Prequalification Process has already been completed and qualified bidders have been notified and invited to bid. Webcor Builders is conducting the Competitive Bidding process for the Work Packages as identified below. The lowest responsible bidder will enter into a subcontract with Webcor Builders, who has a contract with the University and is the CM/General Contractor for Housing Project No. 2. Additional bid packages for other scopes of work have already been prequalified and bid out. The Housing Project No. 2 project site is located on a 2.8-acre site bounded by Haste Street on the north, Bowditch Street on the east, Dwight Way on the south and commercial properties on the west. The site is located three blocks south of the Berkeley campus and adjacent to the Telegraph Avenue commercial district. The project includes student housing to accommodate up to 1,100 beds in apartment-style units and associated amenities such as study rooms and lounges, laundry facilities, and fitness space. The building will include outdoor resident space, office space, event and meeting space, and a market-style retail food space on the ground floor. The project also includes 1.7acres of open landscaped area. Questions or requests for clarification and/or interpretation of the Prequalification Documents must be submitted using Building Connected by posting on the Message Board by the due date for questions noted above. Questions received after the deadline may be answered at the discretion of Webcor Builders and the University. If the prospective Bidder is determined by Webcor Builders and the University not to be prequalified, the prospective Bidder may request a review by Webcor Builders and the University. Any such requests must be received by Webcor Builders and the University within 3 calendar days after receipt by the prospective Bidder of the determination. The decision resulting from such review is final and is not appealable within Webcor Builders and the University of California. Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging the outcome within 10 calendar days from the date of Webcor Builders or University's written notice regarding prequalification determination. Any assertion that the outcome of the prequalification process was improper will not be a ground for a bid protest. However, Webcor Builders and the University reserves the right to reopen the Prequalification Process and to request, receive, and evaluate supplemental information after the above time and date at its sole determination. University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive non-material irregularities in any response received. If Webcor Builders and the University deem there is not a sufficient pool of a particular designated subcontractor for competitive bidding, Webcor Builders and the University reserves the right to withdraw the prequalification requirements for that particular designated subcontractor and to continue to prequalify the other designated subcontractors. All information for prequalification evaluation will be considered official information acquired in confidence and Webcor Builders and the University will maintain its confidentiality to the extent permitted by law.
