The City of Hibbing is seeking proposals from qualified contractors interested in providing Subsurface Sewage Treatment System (SSTS) design and construction services to the city. Scope of Services The City of Hibbing is seeking to construct a Subsurface Sewage Treatment System (SSTS) for a bathroom and shower facility and one RV hookup at its Carey Lake facility. Work will include design, permitting, and construction of a SSTS for connection at a future date. The SSTS shall be designed and constructed in accordance with all State of Minnesota and Saint Louis County rules and regulations. The approximate location of the SSTS can be seen on the attached drawing X-01. A preliminary drawing of the bathroom and shower building is also attached for reference. The anticipated fixture connections are as follows: o Six (6) toilets o One (1) urinal o Seven (7) sinks o Four (4) showers o One (1) RV camper hookup System should be constructed as a turn-key system that will allow for connection and startup of sanitary sewer collection piping and electrical service. Vegetation clearing for access and the septic site will be completed by others prior to December 31, 2024. Coordination on access and work may be required with other contractors at the site. General Liability Insurance - Contractor shall maintain in force for the duration of the agreement. a. Commercial General Liability insurance policy written on an occurrence basis with limits not less than $1.0 million per occurrence and $2.0 million in the aggregate. b. Automobile liability (owned, non-owned, and hired) insurance with limits not less than $1.0 million per occurrence shall be maintained utilizing a firm licensed to do business in the State of Minnesota. c. The City, its officials, employees, servants and agents will be named as additional insured as respect to the work or services performed under this agreement. This will apply to both work in progress and completed operations. d. This insurance shall be primary and shall be paid and applied first in its entirety to any application of insurance the City may carry on its own. 2. Workers' Compensation - Contractor shall provide and maintain Workers' Compensation coverage for its employees, as required by applicable Workers' Compensation laws. 3. Builders Risk - The City will carry the Builders Risk Insurance policy for this project. Commercial prevailing wages in accordance with Minnesota Department of Labor and Industry requirements apply to this project. Employees shall be paid in accordance with the April 29, 2024 Commercial prevailing wages (attached) as published by the Minnesota Department of Labor and Industry. Contractor shall provide certified payroll reports for all payments made under this contract.
