Renovation of a military facility in Monterey, California. Working plans call for the renovation of a 20,000-square-foot military facility.

This is a request for information (Questionnaire attached). NAVFAC SW is soliciting comments from the construction community addressing the use of Project Labor Agreements (PLA) for the following construction project. The construction project is for the restoration and modernization project includes alteration and reconfiguration of Naval Postgraduate School (NPS) academic instruction and research spaces in B234, Halligan Hall, to meet modern standards and applicable building codes as prescribed by the DoD Unified Facility Criteria (UFC). This project will provide specific one of a kind research platforms to support the NPS mission. Building superstructure and exterior work includes seismic bracing, replacement of fenestrations (windows, doors, and louvres), and a complete roof replacement. An exterior staircase will also be added to the North side of the building for safe roof top access. Interior improvements include complete replacement of partition layout, flooring, ceiling, and lighting to support the new floor plan. All interior finishes will be upgraded. Partial infill of a large open bay to create a mezzanine will allow for more useable first floor space in one third of the building. This project will provide for approximately 20,000 square feet of temporary useable research capable swing space to support the NPs mission during construction. The temporary building costs include utility and communication hookups. Construction cost limitation is approximately $164,000,000. Period of performance is anticipated to be 840 calendar days. A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) Policy states: PLA is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects. An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for a particular project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will (1) advance the Federal Government's interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and (2) be consistent with law. Reference is made to: FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement; and to clause, FAR 52.222-34 Project Labor Agreement. In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of a PLA for this construction project. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan holder's list. The Government will not contact the responders for clarification of information provided. This survey is for planning purposes only and shall not be construed as a Request for Offer as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. The Government will not provide a debriefing on the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. Responses shall be submitted on the attached questionnaire via email to Christopher Rosario (christopher.d.rosario2.civ@us.navy.mil) by 2:00 PM Pacific Daylight Time on October 4, 2024. The Method of Contractor Selection has not been determined at this Time.
