Montgomery County is requesting proposals from qualified consultants to assist in the completion of a Nomination for the Villages of Nelliston and Fort Plain Study Area for the purpose of establishing a pathway for revitalization that will identify reuse potential for properties located in the identified Brownfield Opportunity Area (BOA). Montgomery County received a Brownfield Opportunity Area Program Grant from the Department of State to prepare a Nomination for the Villages of Nelliston and Fort Plain Study Area Montgomery County. The total project budget, including all consultant fees, and other related costs is $107,000 as the project hinges on grant funding. Pursuant to New York State Executive Law Article 15-A, the State recognizes its obligation under the law to promote opportunities for maximum feasible participation of certified minority-and women-owned business enterprises and the employment of minority group members and women in the performance of State contracts. These requirements include contracting opportunities for New York State certified Minority-owned Business Enterprises ("MBEs") and Women-owned Business Enterprises ("WBEs"), collectively MWBEs. For purposes of this project, DOS established the following MWBE participation requirements: MBE Participation Requirement: 15% WBE Participation Requirement: 15% Montgomery County, in partnership with the Villages of Fort Plain and Nelliston intend to develop a BOA Plan for a 1,642 acre area encompassing both villages. The proposed BOA contains approximately 30 potential brownfield sites and 11 priority sites located in the downtown centers of the two communities. Challenges to be addressed include reducing residential and commercial vacancy, improving job creation, and identification of new housing opportunities. The Villages of Fort Plain and Nelliston are connected by the River Street bridge (NYS Route 80) and share several community and cultural amenities. The two-community study area has experienced disinvestment over the years due to deindustrialization and population loss. However, the region is now experiencing a resurgence, particularly related to the redevelopment of brownfields. The Village of Fort Plain and Nelliston used a U.S. Department of Agriculture Rural Placemaking Innovation Challenge grant to conduct a robust public engagement process that identified the redevelopment of brownfields as a top economic development opportunity. The primary community revitalization objectives to be achieved by this project include: studying how strategic properties can be redeveloped to diversify housing options, create jobs, and beautify neighborhoods. Anticipated results from this project include a vision for vacant property and brownfield redevelopment, a collection of small area plans that highlight and plan around priority properties, and a planning document that be used to attract investment and future grant funding. The BOA Plan will provide an in-depth and thorough description and analysis of existing conditions, opportunities, and reuse potential for properties located in the proposed Brownfield Opportunity Area (BOA) with an emphasis on the identification and reuse potential of strategic sites that are catalysts for revitalization and culminate in designation of the area by the Secretary of State. Key project objectives include: o Identifying and providing a clear description and justification of a manageable study area and associated boundaries. o Establishing a community and stakeholder participation process. o Developing a clear community vision and associated goals and objectives for the study area. o Completing a comprehensive land use assessment and analysis of existing conditions in the study area, including an economic and market trends analysis, to determine the range of realistic future uses and types of redevelopment projects to revitalize the study area. o Identifying strategic sites that represent key redevelopment opportunities and fully examining their redevelopment potential. o Based on the analysis, a description of key findings and recommendations for future uses and other actions for redevelopment and community revitalization. o Providing a series of key recommendations to serve as the basis for project implementation. o Submission of a BOA designation package for approval and official designation by the Secretary of State. The contractor, DOS, and the consultant shall hold a scoping session to review project and contract requirements and to share information with the consultant that will assist in completing the project. Topics shall include but are not limited to the following: o project scope and budget allocation o study area boundary o community participation and visioning process o project goals and objectives o existing relevant information (maps, reports, etc.) o access to information from past or current projects o responsibilities of the participants (contractor, consultant, and DOS) o timeframes and deadlines o reporting requirements o SEQRA requirements o expected products, including BOA Designation o MWBE goals Proposals received after the scheduled time and date will not be accepted. Facsimile and E-mail proposals will not be accepted. Montgomery County reserves the following rights: o To accept or reject any or all proposals; o To waive or modify minor irregularities in proposals received; o To negotiate with proposers, within the proposal requirements, to best serve the interests of the community and the Department of State; o To amend specifications after their release, with due notice given to all bidders to modify their proposals to reflect changed specifications; o To consider every offer as firm and not revocable for a period of sixty (60) days unless withdrawn in writing or unless otherwise specified in the solicitation; o To award a contract for any and all parts of a proposal including award of specific project components to individual proposer team members and to negotiate with the successful bidder(s) o By submitting a proposal, the proposer agrees that it will not make any claim for or have any right to damages because of any lack of information or misinterpretation of the information provided in this RFP. o Montgomery County will not utilize any of the materials submitted in the RFP process included in unsuccessful proposals without permission.
