Renovation of a residential development in Westcliffe, Colorado. Completed plans call for the renovation of a residential development.
This Request for Documented Quotations (DQ) is issued by the State of Colorado, acting by and through the Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS). Enclosed is a brief description and bid schedule for the Querida - Rosita Phase 1 Project. PROJECT LOCATION :The Querida - Rosita Phase 1 Project is located in Custer County, Colorado in the town of Rosita. The features sit between Rosita Road, Tannenbaum Terrace and Matterhorn Circle N. If you are coming from Denver, you will be heading past Florence. Make a left on CO-67 South, make a right onto CO-96 West and stay on it for 13.5 miles, turn left onto Co Rd 328, after 4 miles turn left onto Rosita Rd, then make a left onto Mistletoe Way, and continue on Mistletoe Way until it dead ends. Please see the attached maps for pre-bid location. WORK SUMMARY : The project work will include safeguarding twenty-five (25) mine openings with a variety of closure methods including machine backfill, bate grate, or corrugated steel pipes (CSPs). Fourteen (14) features are vertical openings, and eleven (11) are adits. Seventeen (17) features are guaranteed, eight (8) features are not guaranteed and awaiting landowner consent Pre bid meeting notes: A sign-in sheet will be available at the Pre-Bid meeting for firms to register their attendance. It is the bidder's responsibility to make certain their attendance is recorded on the sign-in sheet. Signing the Pre-Bid Meeting attendance list to represent more than one person or company is not permitted. Failure to sign-in and sign out, as directed by the Project Manager, will be cause for rejection of a bid. Each Individual May Represent Themselves or a Single Company at the Pre-bid for the Purpose of Bidding. Please Review Meeting Requirements Prior to the Meeting. All Interested Bidders Must\ Attend. Bidding Documents Must Be Obtained Prior to the Pre-bid Meeting. Any Documents That Cannot Be Loaded to the Website Are the Only Documents That Will Be Distributed at the Pre-bid Meeting. This Pre-bid Meeting Involves Inspection of Hazardous and Unstable Mine Openings. The Safety of Prospective Bidders is of Utmost Importance to The Division of Reclamation, Mining and Safety. No One Will Be Allowed Within 15 Feet of Any Vertical Mine Opening Without Proper Safety Equipment Including: Safety Belt or Harness Properly Secured to a Safety Lanyard and Anchor. No One Will Be Allowed to Examine Any Horizontal Mine Opening Without Wearing a Hard Hat. Prospective Offerors may make written inquiries concerning the DQ to obtain clarification of requirements. Inquiries may be submitted to the delegated buyer via email at dina.falk@state.co.us by Tuesday, October 22nd, 2024, by 4:00PM. The preferred method for submitting inquiries is via email with attachments in a PDF or Word format. Please use the bid number in the subject line of the email and include your name, company name, address, and contact information. Inquiries sent by fax will not be accepted. An amendment containing questions and their answers will be posted on the website. Contractors should monitor the amendment history in ColoradoVSS for any updates or modifications. In the event that it becomes necessary to modify the DQ, the modification will be made in ColoradoVSS. It is very important that vendors check ColoradoVSS on a regular basis, as this is the sole method for communicating any modifications. Modifications included in amendments published on ColoradoVSS take precedence over information in the DQ. Service-Disabled Veteran Owned Small Businesses ("SDVOSBs" see 24-103-905, C.R.S., et seq.). SDVOSBs, who are incorporated or organized in Colorado or maintain a place of business or have an office in Colorado and who are officially registered and verified as a SDVOSB by the Center for Veteran Enterprise within the U.S. Department of Veterans Affairs. may receive a 5% preference on their bid. This preference applies only to the price, and the SDVOSBs must still meet all other qualifications required in the bid. SDVOSBs claiming this preference shall submit documentation of SDVOSB certification Issued through the U.S. Department of Veterans Affairs in their response to the solicitation. Bid submissions without this documentation will not be given a preference. Conditions Affecting the Work. In addition to examining the drawings and specifications, completion schedule, and other instructions, bidders shall visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, including average climatic conditions and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. Performance and Payment Bonds. A Performance and Payment bond is required if the amount bid is $150,000.00 or greater. The Contractor shall furnish a labor and material payment bond for 100 percent of the original contract price and a performance bond for 100 percent of the original amount of the Contract. The bonds are required by State Law, Title 24-105, 202- 203, C.R.S., as amended. The bonds shall be submitted using the State forms. The State requests that the Surety and Contractor leave the date of the Contract found on the first page of each bond form blank and we will 'pen' in the date after the Controller executes the Contract. These bonds will be submitted along with the standard State Agreement form within 10 days of the "Notice of Award." Retainage. If the project exceeds $150,000.00, 5% retainage will be withheld until the project has been satisfactorily completed. Notice of Contractor's Settlement will be advertised via electronic media on the online Rejection of Proposals. Pursuant to Procurement Rule 24-103-301 C.R.S., the State of Colorado reserves the right to reject any or all proposals received in response to this DQ, or to cancel this DQ if it is in the best interest of the State to do so. Failure to furnish all information, or to follow the proposal format set forth in this DQ, may act to disqualify the proposal. It is the sole responsibility of the Offeror to ensure that the proposal is signed and all required information is included. In the event Department of Natural Resources elects to NOT award any Offeror, or the DQ solicitation is canceled, all received proposals must be retained as confidential and will not be subject to public inspection. The purpose for this condition is to prevent any future potential offerors an opportunity to review other offerors' proposals and thereby gain any unfair advantage in submitting future proposals. The time of completion allowed for the project is forty-five (45) calendar days after receipt of the Notice to Proceed. This includes ten (10) days mobilization time. LIQUIDATED DAMAGES :The liquidated damages for this project will be $400.00 per day. Please see General Conditions, Article 39. Disadvantaged Business Opportunities. The State encourages its agencies to utilize minority-owned and women-owned businesses to the greatest extent possible without sacrificing adequate competition. Offerors are reminded of the illegality of discrimination. While there is not a specific requirement for DBE participation for this solicitation, the State encourages the submission of responses that include minority-owned and/or women-owned businesses.
