Seward Marine Center Vessel Operations Infrastructure - Geotechnical Services Work consists of, but is not limited to, a comprehensive subsurface geotechnical investigation including marine-based drilling to support a liquefaction assessment and full design of replacement facilities including a new pier and warehouse. Basis of Award: Proposals will be evaluated by a Selection Committee using the criteria outlined in Section C of the RFP. Pending the availability of funding, an Agreement will be awarded to the highest ranked, responsive, responsible Offeror whose Proposal conforms in all essential aspects to the solicitation requirements. The ranking will be based on the combined score of initial evaluation, interview rating and past performance surveys. The Seward Marine Center located on Resurrection Bay in Seward, Alaska, is a marine research and support facility operated by the University of Alaska Fairbanks. The existing facility and dock have surpassed their end of life. A new facility is proposed in replacement and will include a new pier to support the research vessel R/V Sikuliaq. Preliminary seaside design efforts have yielded a thickened steel-pile supported, 533-foot-long, 30-foot-wide pier that includes a partial depth wave barrier (to dampen waves during southerly storms), drivable surface, and associated appurtenances (refer to drawings of pier and seawall). Initial design indicates the piles will be 30-inch diameter for the access pier and 42-inch diameter for the berthing pier, which provides sufficient strength for ships mooring on the inside of the pier in winds up to 65 mph. The combination of the piles and the wave barrier will create a safe harbor as well as prevent the migration of sediment from nearby Lowell Creek from impacting the deep basin. The pier will have space for berthing two ships, one on the outside and one on the inside of the pier, with the basis of design being the 261-foot R/V Sikuliaq. A mooring float for smaller vessels sits adjacent to the pier's connection to shore. A new seawall will provide dual functions, supporting the shoreline south of the existing D.W. Hood Lab and providing a location for a third large vessel berthing such as the NOAA Fairweather. The structures are being designed according to current seismic design criteria with a 50-year life cycle and minimal maintenance required. Shoreside area will consist of the existing D.W. Hood Lab with a new larger warehouse/shop and storage facility to support the logistics of the research vessels. The nationwide permit was submitted to the U.S. Army Corps of Engineers on September 20, 2024. A copy will be available upon request at the pre-proposal conference. User Groups: UAF College of Fisheries and Ocean Sciences and National Science Foundation. Scope of Work: Comprehensive subsurface investigation to support full design phase of the project. Investigation should include marine-based drilling including boreholes located along the alignment of the access pier, berthing pier, and seawall. The field investigation program should include sufficient geotechnical testing to support liquefaction assessment. Additional analysis to determine pile foundation design requirements, including axial and lateral capacity should be included. The expectation is seismic cone penetration testing along with retrieving a sediment sample at each location to assist in completing liquefaction assessments. Boreholes or cone penetration will be completed along the alignment of the access pier every pile location at 25 feet (total of 162 feet), berthing pier every other pile at 50 feet (total of 342 feet), and along the seawall at every other pile location pile at 50 feet (total of 290 feet). The work will be completed from a support barge with appropriate rigging and equipment to take samples. The seawall location will be investigated at high tide and will not involve beach disturbance above HTL. The barge will anchor at each hole to drill and sample the location. Subsurface investigation of earthquake debris will be completed using sonar to map the debris on the seafloor. Support work to the selected design engineering firm during the final design stage should also be included as part of this work. The geotechnical portion of this project has been authorized by the Vice Chancellor of Administrative Services to proceed with design and investigative work for this Project. The total constructed project cost is estimated to be $103,500,000.00 for the dock and facility improvements.
