Site work and paving for a road / highway in Berkeley Township, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications and shown on the Plans. Electrical Site Work LS Alternate "A" A-1 Mobilization LS A-2 Bulkhead Replacement with Helical Anchors 504 LF A-3 Dense Graded Aggregate, 8" Thick 290 SY A-4 Hot Mix Asphalt, 19M64 Base Course, 4" Thick 290 SY A-5 Hot Mix Asphalt, 9.5M64 Surface Course, 2" Thick 290 SY A-7 Cleaning and Restorations LS A-8 Excavation, Test Pit 10 CY A-9 Electrical Site Work LS A-10 Subsurface Investigation LS Alternate "D" D-1 Replace Electrical Enclosure, Distribution Panels, LS Associated Buried Conduits, and Pipe Bollards LS Alternate "C" C-1 Inner Timber Mooring Piles and Catwalk LS Bids must be made on the standard Proposal form in the manner designated therein and must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Township of Lacey, and must be accompanied by Certified Check, Bid Bond or Cashier's Check drawn to the order of the Township of Lacey for ten percent (10%) of the total amount bid, provided said security need not be more than $20,000.00. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance and Maintenance Bond upon the award of contract. The signed Proposal forms and bid security must be delivered to the place and on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturdays, Sundays, and Holidays excepted. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Law); P.L. 2004, c.57 (Business Registration Act); and P.L. 2003, c.91 (Public Works Contractor Registration Act). Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et seq. The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Township of Lacey is the lowest responsible bidder and to waive such informalities as may be permitted by law. The work for this project includes, but is not limited to, the following items at the Bulkhead Site: 1. Clearing site. 2. Sawcutting and removing existing pavement. 3. Construction layout. 4. Maintenance and protection of traffic. 5. Vibration monitoring. 6. Pre-construction photographs. 7. Select backfill. 8. Cleaning and restorations. 9. Soil erosion and sediment control improvements and practices. 10. Remove and dispose of approximately 504 L.F. of existing timber bulkhead including piles, wales, sheeting, hardware, tie rods, back piles, and drag planks. Unit price items: Measurement of units of work for which payment will be made by unit prices are defined herein. Payment for the units of work will be determined by multiplying the unit prices stated within the bid, times the quantity of the unit of work as determined by the measurement provisions stated herein. Payment for the units of work shall fully compensate the CONTRACTOR for furnishing all materials, labor, equipment, services, tools and all else incidental and necessary to complete the work. Lump sum items: Measurement of quantities of work will be estimated based on the accepted schedule of values as specified herein. Payment for the quantities of work indicated in the accepted schedule of values will be at the prices stated in the accepted schedule of values, not to exceed the lump sum stated within the bid. Payment for the work to be performed under the lump sum shall fully compensate the CONTRACTOR for furnishing all material, labor, equipment, services, tools and all else incidental and necessary to complete the work. No specific measurement and payment will be made herein for work having no separate payment, but the costs there of shall be included in the prices bid for the various other items of related work listed herein and in the PROPOSAL This section identifies each Alternate by number and describes the basic changes to be incorporated into the Work, only when that Alternate is made a part of the Work by specific provisions in the Contract. Related requirements specified elsewhere: 1. Method of quotation of the cost of each Alternate, and the basis of the Owner's acceptance of Alternates: Proposal Section. 2. Incorporation of alternates into the Work: a. Statement of work. b. Proposal Section. c. Contract. Related requirements specified in other sections: 1. Other sections ofthe specifications, not referenced below, shall also apply to the extent required for proper performance of this work. 2. Sections ofthe Specifications as listed under the respective Alternates. 3. Section 0111 00: Statement of Work 4. Section 01 25 13: Substitutions 5. Section 01 33 23: Shop Drawings, Product Data and Samples 6. Section 01 78 36: Guarantees Referenced sections of specifications stipulate pertinent requirements for products and methods to achieve the work stipulated under each Alternate. Coordinate pertinent related work and modify surrounding work as required to properly integrate the work under each Alternate, and to provide the complete construction required by Contract Documents.
