Introduction The City of South Burlington is requesting proposals from select consulting engineering firms, licensed to practice in the State of Vermont, to submit qualifications and proposals to perform final design engineering services for Brewer Parkway water line replacement. The consultant team shall have a broad technical expertise in water engineering, with a particular focus on water distribution and hydraulic analysis.Project Description Brewer Parkway has approximately 3,700 LF of a combination of 6-inch Cast Iron (CI) and Asbestos Cement (AC) pipe, installed circa 1948. There are approximately 61 service connections on Brewer Parkway that serves residential customers only. A record search indicates that there is approximately 525' of Cast Iron (CI) water line extending from Shelburne Road. During a recent hydrant and gate valve replacement project, a significant amount of scale buildup inside the unlined Cast Iron (CI) pipe was observed. This scale buildup is believed to be severely limiting the flow of water in the Brewer Parkway water main, to the point that the flows from the fire hydrants are insufficient to support fire flow demands. The project will consist of final design to replace the Cast Iron (CI) pipe and replacement of two valves further up on the 6" Asbestos Cement (AC) pipe. The engineer shall conduct a hydraulic analysis to demonstrate the improved fire flow between existing and proposed improvements. A construction cost estimate and total project cost summary shall be provided by the Engineer. As this project includes more than 500' of waterline replacement and new hydrants, the Engineer shall assist in acquiring a Vermont Drinking Water and Groundwater Protection Division Permit to Construct and all other necessary permits for construction. All specifications must meet current South Burlington Public Works Specifications. This project will be funded internally through the City of South Burlington Operating Budget. The required Scope of Work includes but is not limited to: o Final design for replacement of approximately 525 LF of Cast Iron (CI) pipe, two (2) 6" valves on the upper end of Brewer Parkway and replace four of five hydrants located on Brewer Parkway. o Hydraulic evaluation of Brewer Parkway water line o Permitting o Project cost for all options provided Proposals and/or modifications received after the date and time due will not be accepted or reviewed. Proposals shall include information necessary to establish the background, expertise, and qualifications of the Consultant to accomplish the Scope of Work. The proposal shall consist of two (2) parts: Technical Proposal and Cost Proposal. It shall include a summary of estimated hours for each proposed task to complete the proposal along with a list of individuals that will be committed to the project and their professional qualifications. Evaluation of each Proposal will be based on the criteria below. Firms will then be ranked accordingly. The Contract will be awarded to the most responsive bidder based on review of the technical and cost proposals. South Burlington reserves the right to negotiate the work stated in this proposal as deemed necessary, to reject any and all bids, to waive any informality, and award Contract deemed to be in the best interest of South Burlington.
