Scope and Specifications of Procurement The Town is soliciting Procurement of local artists. The specifications for this Request for Proposal are as follows: The Town of Culpeper is seeking proposals from local artists to research, design, and paint (if awarded) a Culpeper Minute Men Mural, for Culpeper Tourism and Town Economic Development, referred to herein as Culpeper Tourism. The purpose of this Request for Proposal (RFP) is to solicit proposals from various artists, conduct a fair and extensive evaluation based on criteria listed herein and select the candidate who best represents the direction Culpeper Tourism wishes to go. The RFP will call for a mural that embodies the theme of "Revolution of Ideas" anchored by the history of the Culpeper Minute Men. It is important to note, that in 1775, the compatriots of the Culpeper Minute Men hailed from what is known today as Culpeper, Fauquier, Madison, Orange, Greene and Rappahannock Counties.
