Routine and Emergency Repair and Maintenance of Water and Sewer Infrastructure Culpeper County seeks a qualified and experienced firm to establish a source of Routine and Emergency Repair and Maintenance of Water and Sewer Infrastructure to perform such duties as may be required by the Culpeper County Department of Environmental Services and general excavating services for small projects, repairs and upgrades to water and sewer infrastructure as may be required by the County Primary work includes, but not limited to maintaining and repairing water and sewer mains and associated infrastructure on a planned and emergency response basis. The Offeror shall provide a single source of responsibility for maintaining and repairing water and sewer infrastructure including but not limited to water line breaks, valve replacements, manhole repairs or replacements, sewer line cleaning and repair, video inspection services, hydro excavation services, fire hydrant replacement, and associated traffic control within VDOT Right of Way. The offeror shall perform such duties as may be required by the County in compliance with the Town of Culpeper and Culpeper County Water and Sewer Utility Design Standards and VDOT Road and Bridge Specifications. This contract should be in effect for (1) one year from award date and may be renew for up to (4) four (1) one-year extensions. The County of Culpeper reserves the right to reject any or all proposals submitted. Any and all changes, addendums, amendments, and/or supplements to this RFP shall be posted electronically. Awards made in response to a RFP will be made to the highest qualified offeror whose proposal is determined, in writing, to be the most advantageous to the County taking into consideration the evaluation factors set forth in the RFP. The Purchasing Agent reserves the right to award a contract by individual items, in the aggregate, or in combination thereof, or to reject any or all bids/proposals and to waive any informality in bids/proposals received whenever such rejection or waiver is in the best interest of the County. Award may be made to as many bidders/offerors as deemed necessary to fulfill the anticipated requirements of the County. The Purchasing Agent also reserves the right to reject the bid if a bidder is deemed to be a non-responsible bidder.
