Charlevoix Public Schools is accepting bids in order to resurface the track at Charlevoix Public Schools Athletic Complex per the bid specifications listed below: Product Specifications CURRENT TRACK SURFACE Synthetic stranded rubber, latex track Color: Black PREPARATION The area to be surfaced will be cleaned by the vendor and free of any loose or foreign particles (dirt, oil, etc.) prior to the commencement of track surface. APPLICATION Track surface to be installed per manufacturer's recommendations and in accordance with the NFSHSD. A manufacturer's representative (certified by manufacturer) to supervise installation. Inspect existing asphalt/cement base. If repairs are needed, repairs will be with compatible materials as approved by the surfacing contractor and allowed to cure prior to the application of the synthetic surface. Please bid this separately. Apply a latex tack coat having a minimum resin solids of 50% as a prime coat at a rate of .10 gallons per square yard. Please indicate in writing any exceptions. The school is requesting a "Seal-Flex LR-2 Reconditioning System" to be used, identified and bid accordingly. Other surfaces may be bid as voluntary alternates with specifications and manufacturers specs. We are requesting a minimum 1-coat application of 1/8 inches, and will consider an alternate bid of an additional coat, bringing the thickness to no less than 1/8 inches. Apply one coat of material above to the high jump area, pole vault area, and to the long jump runways. Please present as a separate quote from the track project. Please include all painting and necessary symbols for these areas as part of this separate quote. Apply a final sheen coat to all areas, in accordance with manufacturer specifications. PAINTING Paint shall be type recommended by manufacturer of track surface and adhere to MHSAA regulations No painting shall be performed when the velocity of the wind exceeds twelve (12) miles per hour, unless the spray equipment is equipped with the proper air curtains. All markings shall receive two (2) coats of paint to achieve the full opaque results. Paint Pirate head logo on High Jump 12x12 LAYOUT Lines and markings shall be made by a competent, experienced, fully qualified track marker. The Superintendent and/or his designee will make final determination of all required painting regarding this project. Establish and set all necessary control points. Measurements shall be made on the track to the nearest 1/10,000 of a foot. Angles shall be set by using a transit or theodilite capable of reading direct to 20 seconds. The markings on the curve may also be set by using the chord length method. Measurements shall be made with an engineering steel tape in the engineering scale. All markings shall be clearly identified and color-coded for the painter to identify. SYMBOLS All lanes and lines shall be white 2 inch wide markings. All starts and finishes shall be two (2) inch wide lines. Exchange zones shall be indicated with triangles with a base one inch inside the lane line and twenty-four (24) inches high with the base as the limits of the zone. Acceleration marks shall be a 2" x 4" long dash or a 4" diameter clearly marked clearly in the center of lane. Hurdle marks shall be 2" x 2" tic marks on the lane line on both sides of the lane, and include Middle School and High School events. Lane numbers shall be not less than forty-two inches (42") high and located as directed by the Owner in four (4) locations. Numbers shall be in two colors. Event identification shall be four inch (4") letters stenciled below and to the right of each lane mark. All starts and finishes shall be clearly marked with the start of competition events, and will include Middle School and High School events. Scratch lines for the jumping events shall be eight inches (8") wide. All symbols shall have the proper color code for the event. Performance Bond requires a performance bond of at least 25% of the contract amount. Payment Bond in the amount of 25% of the bid amount is required; a certified check in the amount of 25% of the bid amount may serve in its stead. The surety (insurance company) must be licensed in Michigan, in alignment with MCL 129.201 The Request for Proposal (RFP) for the resurfacing of the track at Charlevoix Public Schools Athletic Complex should include a section regarding the requirements for performance and payment bonds in compliance with the Contractors Bond for Public Building and Works Act MCL 129.201. Specifically, the RFP should state that this act encompasses a monetary threshold of $50,000 for its applicability, and requires a performance bond of at least 25% of the contract amount, including a payment bond of at least 25% of the contract amount. Furthermore, it should be noted that the surety must be licensed in Michigan, in alignment with the mentioned regulations Application and painting must be completed prior to August 1, 2025
