Demolition and site work for a municipal facility in Lincoln, Illinois. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.
2. Description of Work: The proposed work consists of the complete demolition and disposal of building materials from the fire-damaged structure located at 129 S. Sangamon Street, Lincoln, Illinois as further described herein. Upon completion of the demolition, the existing subsurface area shall be brought back to grade with compacted earthen fill and then capped with 2-feet of compacted IDOT CA-6. Care shall be taken as to not damage adjacent property, which includes the existing building located to the north of the fire-damaged structure. The existing building is assumed to contain asbestos containing materials. Due to the condition of the structure, testing for asbestos-containing materials cannot be safely performed. The Contractor shall be responsible for complying with all applicable federal, state, and local laws, building codes, and regulations, including IDPH, IEPA, and OHSA, pertaining to the handling and disposal of hazardous materials, including asbestos-containing materials and refrigerants. The Contractor shall be responsible for employing the appropriate IDPH-licensed asbestos abatement supervisor. The Contractor shall be responsible for disposal of all asbestos waste in an IEPA-approved landfill. All labor involved with the execution of this project shall be subject to the Illinois Department of Labor Prevailing Wages for such work. Proof of insurance and proper licensing for the supervision, removal, and disposal of asbestos containing materials shall be required prior to commencing the work. The scope of work in this request for proposal includes, but is not limit to, the following: Oversight by an IDPH-licensed asbestos abatement supervisor. "Wet demo" and removal of all building debris. Removal of foundation wall to 2-feet below finished grade .Breaking of basement slab to prevent water from ponding Backfilling of the basement void with compacted soil up to 2-feet below finished grade. Capping the building area with 2-feet of compacted CA-6. 3. Method of Payment: Lump sum total 4. Instruction to Bidders: Proposal forms are attached hereto.5% Bid Bond Prior to submitting their bid, Contractors are expected to visit the jobsite to familiarize themselves with all the facets of the project. Contractors should coordinate their site visit with Wes Woodhall, City of Lincoln Building & Safety Officer by phone at (217) 732-6318 or by email at wwoodhall@lincolnil.gov 5. Rejection of Bids: The OWNER reserves the right to waive technicalities or to reject any or all proposals. Award will not be made solely upon low bid but rather the final selection by the Lincoln City Council. 6. Award of Bids: It is the intent for the OWNER to award this contract in its entirety; however, funding limitations may restrict the full award of all work presented in this Request for Proposal.
