Site work, paving and renovation of a mixed-use development in Saint Louis, Missouri. Completed plans call for the renovation of a transportation facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The City of St. Louis Board of Public Service (BPS) is soliciting Statements of Qualifications (SOQs) from qualified firms interested in providing Construction Manager at Risk (CMAR) services for the Consolidated Terminal Program (Project or Terminal Project) at St. Louis Lambert International Airport (the Airport). BPS seeks a CMAR team, comprised of a prime firm or a joint venture, to provide Preconstruction and Construction-Phase Services for the Project at the Airport. This Request for Qualifications (RFQ) outlines the Airports selection process and defines the information prospective CMAR applicants must submit. SCOPE OF SERVICES TO BE PROVIDED BY THE CMAR: 1. Services Overview. The selected CMAR shall provide all preconstruction and construction-phase services for the Project, as generally outlined in this RFQ. All work shall comply with all applicable federal, state, and local laws, codes, ordinances, Federal Aviation Administration requirements, Missouri Department of Transportation and STLAA standards, design criteria, rules, regulations, and Authorities Having Jurisdiction (AHJ). The selected CMAR shall execute the Project based on contract requirements and provide a fully functioning facility for the Airport. The CMARs services shall include demolition and/or relocation of existing facilities and utilities, as necessary to construct and utilize the new and renovated facilities. Services shall be performed at Concourses A, B, C and D, the airline service building, the west triturator, the building maintenance facility, the climatecontrol west building, and the fuel center buildings, in a sequence to support overall phasing of the Terminal Project. This Project consists of the following: New Concourse and Terminal Renovations The New Concourse and Terminal Project will include the following elements: 1. New double-loaded concourse, with up to 62 gates. 2. Renovation of historic Terminal 1, to be incorporated into the new terminal design. 3. Concourse hold rooms. 4. Restrooms. 5. Passenger Boarding Bridges, both new and relocated. 6. Airline support office space. 7. Security Screening Checkpoint. 8. Checked Baggage Inspection Station. 9. Federal Inspection Station. 10. Airport Operations Center. 11. Airline club(s), United Service Organizations (USO), and Passenger sanctuaries. 12. Mechanical, electrical, data, communication, security, and plumbing infrastructure to support a functioning facility, including support rooms. 13. Vertical transportation. 14. Moving sidewalks. 15. Fire protection. 16. Wayfinding. 17. Multi-Use Flight Information Display System. 18. Passenger check-in kiosk infrastructure. 19. Checked Baggage infrastructure including EDS. 20. Airline ticket office/counters. 21. Concession infrastructure. 22. Baggage Handling System. 23. Baggage claim devices. 24. Maintenance materials storage rooms. 25. Passenger Facilities, including Pet Relief and Lactation facilities. 26. STLAA office space. 27. Police Department office space with associated security facilities. 28. Landscaping. 29. All public and private utilities, communications, and security infrastructure to operate the facility. 30. Art and culture program. 31. Airline Service Building 32. Layout and coordination of tenant spaces, including food and beverage, and retail. Tenant spaces shall be provided access to: a. Potable water. b. Wastewater. c. Natural gas. d. Electric. e. HVAC. f. Answers to technical questions will be provided to CMAR applicants who have registered to download the RFQ from the BPS website, or who have provided contact information when they received this RFQ. Rejection of Bids or Proposals: Notwithstanding any other provision, BPS retains the right to reject any or all bids or submissions, or to waive any nonconformities, for any reason, in its sole discretion.
