Demolition, site work, paving and new construction of a civil project in Gasport, New York. Completed plans call for the demolition of a bridge / tunnel; for site work for a bridge / tunnel; bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

Replacement of the CR 108 Hartland Road Bridge. Contract term: The Contractor will start the work within ten days of receipt of the written Notice to Proceed issued by the Sponsor. The Contractor shall complete the work no later than November 15, 2025. The work will include the complete removal and replacement of the existing bridge with a concrete three-sided frame structure with the 28-ft long clear-span units. Proposed roadway work will be limited to approach pavement reconstruction to accommodate the new culvert. This project is a Locally Administered Federal Aid Project. Bids should be made in writing on the forms furnished with each set of Contract Documents. All bidders must submit all of SECTION 1 of this proposal with their bid. All bids must be received in separate sealed envelopes addressed to: Question Deadline 10/25/2024 at 4:00 PM ET Questions can be submitted in writing to Niagara County Purchasing Department,59 Park Avenue, Lockport, New York 14094, or emailed to Norman D. Allen, PE, norman.allen@niagaracounty.com and must be received by Only written Requests for Information (RFIs) will be accepted. The questions received and all answers will be sent to all in receipt of the bid documents no later than 4:00 PM on October 28, 2024. Each Bidder shall include a bid security in an amount not less than five percent (5%) of the base bid in the form a Bid Bond, certified check, bank cashier's check, or an irrevocable standby letter of credit from a bank, and subject to the conditions provided in the "IMPORTANT BIDDER INFORMATION. Construction of this project will be done in strict accordance with the New York State Department of Transportation (NYSDOT) policies, procedures, and Standard Specifications (U.S. Customary Units), latest edition, and all addenda in effect on the date of advertisement for bids. The General Provisions of Contract, Contract Forms of Proposal, Agreement, Bonds, General Construction Specifications, Materials of Construction that are contained within the Specifications will be adhered to in all respects. In compliance with the provisions of Section 115 (Prevailing Rate of Wage), Public Law 627, the minimum wages paid laborers and mechanics are included in wage schedules that are set out in the bid proposal. The New York State Department of Transportation (NYSDOT) and Niagara County require that all bidders and subcontractors present evidence of experience, ability and financial standing. Subcontracting is permitted as described in Section 108-05 of the NYSDOT Standard Specification, latest edition. Submission of or current proof of a valid NYS Uniform Contractors Questionnaire is required. Security procedures are in effect at the Niagara County Purchasing Department Building. Interested parties, especially contractors who intend to hand deliver bids and/or conduct business with Niagara County, should allow sufficient time for any delay which may arise as a result of security procedures. To be considered "delivered on time", a submission must be received by County Administration by the appointed day and time. No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening. The County of Niagara reserves the right to waive any and all informalities in or to reject any or all bids. The Owner further reserves its right to disqualify Bidders for any material failure to comply with the "INSTRUCTION TO BIDDERS" All bids must be accompanied by a fully executed Non-Collusion Certification and Attachment "D" Certification "Iranian Energy Sector Divestment" pursuant to New York State General Municipal Law Section 103-g in order to be considered. The County of Niagara reserves the right to reject any and all bids. Niagara County and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notify all who respond to a written solicitation, request for proposal or invitation for bid, that they will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award. The New York State Department of Transportation (NYSDOT) and Niagara County require that all bidders and subcontractors present evidence of experience, ability and financial standing. In accordance with NYSDOT Standard Specification Section 102-12 G, within 5 calendar days of letting, the apparent low bidder shall submit a complete D/M/WBE Pre-Award Participation Package to Niagara County using the NYSDOT approved civil rights reporting software, Equitable Business Opportunity Solution (EBO) This contract is federally funded and has a DBE goal of 5%. bid date notes. E-mailed or faxed bids will not be accepted. Whether a bid submission is sent by mail or by means of personal delivery, Bidders assume full responsibility for having their bids deposited on time at the place specified. All bids received after the day and time stated will not be considered and will be returned unopened to the Bidder.
