Site work and paving for a mixed-use development in Sutherland, Virginia. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; and sidewalk / parking lot.

This solicitation is issued in accordance with the Virginia Public Procurement Act and the Small Purchasing guidelines set forth in the Dinwiddie County Purchasing Policies and Procedures. Dinwiddie County seeks quotes from qualified contractors to provide site upgrades in preparation for the construction of new basketball courts at the Dinwiddie Sports Complex located at 5850 R. B. Pamplin Drive, Sutherland, VA 23885. A. Scope of Work Work shall include but is not limited to the following. 1. Grading the site. The site is currently a grass lot. No trees are to be taken down as part of this work. Grading of the basketball court pad will be completed by others. Excess soils or stockpile may be stored onsite at a County approved location and be treated per the drawings. 2. Installation of all the erosion and sediment control measures identified in the attached drawings. 3. Construction of a commercial entrance. 4. Construction of a parking lot. 5. Construction of sidewalks leading to the basketball courts. No curbing is required. 6. Work shall be completed per Townes Site Engineering drawings dated July 9, 2024, attached. 7. The construction of the basketball courts and the fencing around them will be done by others (Custom Courts Construction) and is not a part of this solicitation. 8. The four corners of the basketball courts have already been staked. Contractor will be responsible for surveying/staking out the remainder of site. 9. Contractor shall coordinate closely with Custom Courts Construction and the County on this project. 10. The Contractor must contact VA811 prior to beginning any work. 11. A VDOT Permit is required for the commercial entrance with proper bonding. 12. A Land disturbance permit is required by the County, at no cost to the contractor. 13. We anticipate the possible phasing of work due to upcoming winter temperatures. 14. A written Notice to Proceed shall be issued by the Procurement Office prior to starting any work or mobilization of any equipment and materials on the site. B. General Information 1. Quotes shall be free of any federal, state or local taxes. Quotations must show unit price, total price, and grand total. In case of error in the extension of prices, the unit price shall govern. 2. Contractor shall incorporate all overhead into their prices. This includes, but is not limited to, the following: all materials, equipment, labor, delivery, profit, administrative costs, insurance, permits, licensure, vehicle mileage, union pension funds, workman's compensation, unemployment insurance, social security, etc. NO ADDITIONAL COST WILL BE ALLOWED. C. Contractor Requirements 1. Contractor shall maintain a contractor's license through DPOR where applicable. 2. Contractor shall have an active registration with the Virginia State Corporation Commission, if required. 3. Contractor shall obtain and/or maintain a Dinwiddie County Business License, if required. D. Clarification of Terms or Specifications: If any Vendor has questions about any specifications or other solicitation documents, the Vendor should contact the person issuing the RFQ whose name appears on the face of the solicitation no later than three working days before the due date. Any revisions to the solicitation will be made only by addendum issued by the person issuing the RFQ. All addenda are posted on the County's website. It is the Contractor's responsibility to check for addenda. E. Award: Award will be made to the vendor that, in the County's opinion, provides the best overall value. Best value will be based on price, availability, experience, and other information provided in the quotation. The County reserves the right to award by item, groups or items or total, to reject any and all quotations in whole or in part, and to waive any informality or technical defect if, in its judgement, is in the best interests of the County.
