Scope of Services. The District wishes to secure disposal services for the period of July 1, 2026 through December 31, 2033 under the base proposal and the District will also consider alternative contract terms of 5 years (through December 31, 2031) and 10 years (through December 31, 2036) with extensions to be negotiated at the District's option. It is anticipated that commencement of services will be on July 1, 2026. Each Contractor shall submit Proposal Security as a guarantee that, if selected, it will enter into the Agreement for services with the District in substantial conformity with its proposal. Proposal Security shall consist of a surety bond, certified check, cashiers check, or other security acceptable to the District in an amount equal to ten (10) percent of the annual Disposal Fee (assuming 100,000 tons of annual waste). The proposal security shall be made payable to the District. WLSSD reserves the right to reject any or all proposals, to waive formalities, to add addenda to this RFP and to award based upon what is deemed to be in the best interest of the organization.
