THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of industry so the government can make informed business decisions. We are seeking responses from both large and small business members of industry to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Woman-Owned Small Business (WOSB) to include Economically Disadvantaged Women-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small business(SDVOSB) and Veteran Owned Small Business (VOSB). All interested parties are highly encouraged to respond. Reponses to this Sources Sought announcement will be used by the Government to make business decisions and to inform potential future solicitations. 2. Project Background. The 2021 NEDC v. USACE injunction order directs USACE and National Marine Fisheries Service to improve water quality at multiple USACE projects within the Willamette Valley. Big Cliff Dam (BCL) was one such project identified whose downstream waters displayed elevated levels of total dissolved gas (TDG). Operational conditions at both BCL and Detroit Dam can cause TDG levels downstream of BCL to exceed the state water quality threshold of 110% saturation. Prolonged elevated levels of TDG can be harmful to aquatic life. The goal of this project is to construct a structural solution to abate TDG downstream of BCL such that the TDG levels are at or below the state water quality threshold of 110% saturation. On-site TDG studies and hydraulic modeling indicate that mildly-sloped riffles tend to show TDG dissipation. 3. Project Scope. The work includes construction of an in-water, channel-spanning, submerged rock weir downstream of BCL and incidental related work. The weir aims to mimic the natural, riverine feature of a mildly-sloped riffle with the express purpose of abating TDG downstream of BCL. a. The following information represents the project objectives: i. Abate TDG downstream of BCL such that the TDG levels are at or below the state water quality threshold of 110% saturation. ii. In adherence with project schedule submitted to the court, construct the rock weir prototype" by October 2025. b. Anticipated Construction Schedule: CENWP intends to advertise in January 2025 and award in April 2025 a Construction Contract with estimated construction completion by the end of October 2025. c. Estimated Construction Cost (ECC): The current ECC is between $1,000,000 and $5,000,000. Ref. FAR 36.204 Disclosure of Magnitude and DFARS 236.204 Disclosure of Magnitude. d. Number and Type of Contracts: NWP contemplates awarding a firm-fixed-priced construction contract. The acquisition strategy decision has not yet been determined. Maximum Small business participation is being sought at both the Prime and subcontracting levels. e. Anticipated Source Selection Process: The expected method to determine the best value to the government is Best Value. The Method of Contractor Selection has not been determined at this Time *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
