PMAA, HPST, Elk Falls Dam CMGC Pre-Con C25DM2 This Request for Proposals (RFP) is being issued as a fully public solicitation. No prequalification of contractors is required. No submission of a Letter of Interest (LOI) will be required (nor accepted) as part of this solicitation. This public solicitation is the initiation of Colorado Parks and Wildlife's (CPW) Construction Manager/General Contractor (CMGC) services for the Upper Elk Falls Ranch Dam Rehabilitation Project (Project). Project Coordinates: Latitude 39 30' 50.34" N / Longitude 105 25' 11.87" W Upper Elk Falls Ranch Dam (A.K.A Elk Falls Dam, DAMID: 390112) is located within Staunton State Park in Park County, Colorado approximately 35 road miles southwest of downtown Denver, Colorado. Access to the dam is on a narrow, gravel road and drive time to the dam from the Staunton State Park Entrance is approximately 20-30 minutes. The dam is classified as low hazard with a significant hydrologic hazard classification in accordance with the 2020 Rules and Regulations for Dam Safety and Dam Construction (Rules), but is a candidate for future hazard creep due to downstream development. The Elk Falls dam is an on-channel embankment dam that is approximately 190 feet long and 21 feet high. Elk Falls pond (impounded by the dam) has an estimated normal operating storage capacity of approximately 11.0 acre-feet at the spillway crest elevation of 8851.5 feet. The maximum estimated storage capacity is 24.5 acre-feet at the dam crest elevation of 8857.5 feet. The dam is owned and operated by CPW for recreational and wildlife purposes and is a popular location for the public. Deficiencies in the condition of the outlet works, spillway, and observations of unfiltered seepage have been observed for many years. In 2021, CPW retained a design consultant, W.W. Wheeler & Associates Inc., to perform rehabilitation design for the dam. The 100% design report/drawings/specifications are provided in Appendix A. The scope of work for each Project phase is preliminary and will be refined by the Integrated Project Team after the Contractor is selected. At this time, the Project consists of the following major phases: Phase 1Design/Preconstruction Phase - perform necessary site investigations, complete required engineering analyses, acquire permits as allowable, and prepare design documents suitable for construction. This phase started with the selection of the design consultant and will continue through the start of construction. This phase will include the CM/GC Preconstruction Services scope of work as further described in Sections 1.9 and 2.2. Phase 1 is anticipated to be at 100% design completion at the time of CM/GC contract execution. Phase 2Construction Phase - execute construction scope of work. Pending the decision outcomes from Value Engineering1 evaluations during Phase 1. Deadline for Written Requests for Clarifications Oct 9, 2024; 5:00 PM (MDT), Responses Posted for Written Requests for Clarifications Oct 11, 2024 Interview Shortlist Notification Nov 15, 2024 Interviews with Shortlisted Proposers Nov 20, 2024 - Nov 27, 2024 Contractor Notification Dec 3, 2024 Contract Execution Early January 2025 Preconstruction Phase (Phase 1)* January 2025 through June 2025 Construction Phase (Phase 2)* July 2025 through October 2025 At the time of this RFP release the project engineering consultant, W.W. Wheeler & Associates Inc., has completed the 100% design. This level of design is further progressed than a typical CPW CMGC project, but CPW intends to still promote Value Engineering and optimization during the shortened Preconstruction Phase (Phase 1). Special consideration will need to be taken by the IPT regarding substantive changes to the design, as those changes would require CDS approval, and therefore additional review time. CPW expects the same level of commitment from the selected Proposer, but understands that the design has progressed beyond the 60% level that is generally typical for this type of CMGC project. CPW fully intends to gain value from this shortened Preconstruction phase and looks to the selected Proposer for construction expertise to improve the design, planning, sequencing, procurement, and/or construction. The current rehabilitation design is summarized below. Major construction tasks are anticipated to include: - Care and diversion of water and dewatering - Demolition and complete remove of the existing concrete spillway and other infrastructure - Construction of new Concrete spillway (control section, baffled chute, & stilling basin) - Construction of new filter buttress and toe drain system - Rehabilitation of the CMP outlet conduit by installing a new Cured in Place Pipe (CIPP) liner - Rehabilitation of outlet works including replacement of intake structure, outlet structure, grade beam (stem wall), gate valve, stem, and operator - Riprap placement for erosion protection - Installation of new monitoring instrumentation The Proposer shall understand the need to consider and include all construction items warranted for the Project once Phase 1 is underway. As part of the Value Engineering evaluations during Phase 1, the IPT will be looking at the potential for Project efficiencies gained by targeted sequencing of work packages (WPs). Proposer ideas and suggestions regarding potential WPs are welcomed (but not required) in the proposals. If Preconstruction evaluations show support of a phased construction timeline, CPW may elect to award the Contractor a separate construction contract for one or more WPs while other WP(s) may still be in the Preconstruction Phase (i.e. Long Lead Time Items, etc).
