The City of Surprise (COS) Public Safety Master Plan RFQ is requesting Statement of Qualifications from consultants to create a master plan for the Police and Fire Medical Departments' ten-year goals. The chosen Consultant will be expected to recommend models to help the Police and Fire Medical Departments achieve their organizational and programmatic goals, ensuring alignment with the COS General Plan and the Mayor and Council Strategic Plan. The anticipated scope of work should include, but is not limited to the following: Review of current operations including mission, goals, policies, practices, facilities, equipment, programming, organization, and staffing levels. A comparison of best practices for using technical advances in emergency response to enhance the City's current fire, law enforcement, emergency management, and emergency medical services. Review and analyze growth projections, transportation issues, water distribution systems, demographic and geographic characteristics, and other factors that will impact the provision of the services listed above. Assess and evaluate current and future service levels, service demands, and service delivery standards, including--but not limited to--staffing (including support staff), equipment needs, types and locations of facilities, fire and crime prevention, emergency preparedness, and education activities. This must include the impact of mutual and automatic aid agreements. Evaluate current public safety facilities relative to current and future staffing, parking, equipment storage, and training needs. Identify public safety efficiencies as they relate to shared assets. Develop a plan and make recommendations for improving future Public Safety assessments such as ISO ratings, Fire Accreditation such as CFAI, and Law Enforcement Accreditation such as CALEA. Compare and benchmark other rapidly growing southwest fire and police departments and emergency medical providers. Develop a comprehensive Public Safety master plan to serve as a blueprint for the COS's future Public Safety needs over the next ten (10) years. Conduct in-depth interviews with all ranks within the Public Safety departments and key City departments to gain an understanding of the function and operations of the Public Safety Departments. Review of current documentation, including the City, Fire-Medical, and Police Department mission statements, strategic planning efforts, goals and objectives, organizational charts, budget, staffing levels, response policies, shift schedules, and other relevant documents such as the City general plan, development agreements, and future annexation plans. Develop a profile of current fire, police, and emergency management operations and support that addresses the overall approach, deployment, staffing, financing, and responsibilities of the different Public Safety areas of responsibility. Develop and work with a Project Advisory Committee consisting of representatives from the City Manager's Office, the Community Development (Planning) Department, the Human Resources Department, the Fire-Medical Department, the Police Department, the Surprise Firefighters Association, and the Surprise Police Association. This Committee may also comprise citizen participation with equal representation from each Council District. The advisory committee will review periodic status reports and documents, provide input, and make recommendations during the course of the study. Develop a Public Safety Master Plan draft document with an implementation plan component to be disseminated to all interested parties for their review and comment. The Contractor will meet with the project advisory committee and discuss the Public Safety Master Plan, including the implementation component. Develop a public participation and input plan for strategic plan development and implementation. Prepare and present the Final Master Plan with the implementation plan component to the City Council for acceptance.
