Site work for a civil project in Lewes, Delaware. Completed plans call for site work for a water / sewer project.

The work is detailed in the Lewes Elevated Storage Tank Project contract drawings consists of furnishing and installing a 750,000 gallon (1 million gallons - Bid Alternate) Watersheroid elevated storage tank, Foundation design and installation, Electrical work (Service, lighting, instrumentation, SCADA, etc.), Painting (Tank Interior, Tank Exterior, misc. piping) and Site Work (grading, stormwater management, road work, watermain, conduit, etc.). No Bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. Each Bid must be accompanied by a Bid Bond payable to the Owner for ten (10) percent of the total amount of the bid. The selected Contractor for the project will also be required to pay wage rates according to Davis-Bacon wage rates and/or Delaware State wage rates, both of which are contained in the Bidding Documents. When considering which rate to use for a classification the higher of the two rates shall be used. If only one of the wage rates has the classification for the job task that is the rate to be used. Due to the use of State of Delaware Drinking Water monies, bidders on this work will be required to comply with the President's Executive Order No. 11246, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The requirements for bidders and contractors under this order are explained in the Bidding Documents. This procurement will be subject to regulations contained in 40 CFR Part 33. And, due to the use of State of Delaware Drinking Water monies, bidders will be required to comply with the Delaware State Revolving Fund Program's Minority and Women's Business Enterprise (MBE/WBE) requirements. The MBE/WBE policy (goals and affirmative steps) are included in the Bidding Documents. Also, due to the use of State of Delaware Drinking Water monies, bidders on this work will be required to comply with the terms and conditions of the U.S. Environmental Protection Agency and the State of Delaware. The requirements for bidders and contractors under these enactments are explained in the Bidding Documents. Finally, due to the use of State of Delaware Drinking Water, bidders are required to use iron and steel products that are produced in the United States for construction of the LEWES ELEVATED STORAGE TANK PROJECT. The right is reserved, as the interests of Lewes Board of Public Works appear, to reject any and all bids, to waive any informalities in bids received, and to accept or reject any items of any bid and to extend the time and place for opening the bids from that noted above with not less than five (5) calendar days-notice. The Owner reserves the right to choose a combination of items and item quantities from any, or all, parts of the bid proposal form. Contract documents may be examined at the offices of the Lewes Board of Public Works, 107 Franklin Avenue. Lewes.
