As of December 23, 2024, per owner, city has awarded the project. The City of Manassas Park is issuing this Request for Proposals (RFP) for the design, placement/installation, and operationalization of a central water feature that will replace the current outpost within the Signal Bay Water Park at Signal Hill Park. This RFP addresses the component of the project involving the upgrade/replacement of pumping equipment along with replacement of the integrated water park feature that is central within the park's pool. The project also includes replacement of spray cannons and safety matting. Work Location: Signal Hill Park, Signal Bay Waterpark 9300 Signal View Drive Manassas Park, VA 20111 The City of Manassas Park is issuing this Request for Proposals (RFP) for the design, placement/installation, and operationalization of a central water feature that will replace the current outpost within the Signal Bay Water Park at Signal Hill Park. This RFP addresses the component of the project involving the upgrade/replacement of pumping equipment along with replacement of the integrated water park feature that is central within the park's pool. It has been determined that the City will move forward with the water feature replacement through this RFP process with the objective of installing a new central water feature for the 2025 pool season. The primary engineering consultants have subcontracted with a specialty firm experienced in designing and constructing water parks and associated filtration equipment to assist on this RFP, which is the first element of a larger replacement project. The City has hired a design engineering firm who has also developed plans for replacement of the Signal Bay pool house. That subsequent phase will involve a future competitive public bid for the demolition and reconstruction of an approximately 3,600 square foot office-bathhouse-pump room building, known as the Signal Bay Water Park, located at 9300 Signal View Drive, Manassas Park, VA (formal bid package to be developed and issued at a later date upon identification of additional funding). The Contractor shall perform[, on an as-needed and non-exclusive basis,] such services and accomplish such tasks, including the furnishing of all materials and equipment necessary for full performance thereof, as are set forth in the Proposal (the "Scope of Services"). The work performed will be[ on an as-needed basis] and bound by the terms of this Agreement, including all exhibits. Where a conflict exists between this Agreement and any exhibit, this Agreement shall control. The initial term of this Agreement (the "Initial Term") shall commence on the date of execution of this Agreement (the "Effective Date") and shall terminate on the date that is one (1) year following the Effective Date. The term of this Agreement may be extended for up to four (4) additional 1-year periods (each, an "Additional Term" and, together with the Initial Term, individually referred to as the "Term"), provided that either the City Manager or the City's Parks and Recreation Director, as the designated representative of the City's governing body (the "Governing Body"), has first authorized each such extension prior to the expiration of the thencurrent Term. If the City Manager or the Parks and Recreation Director has not authorized such extension prior to the expiration of the then-current Term, this Agreement shall be deemed to have been terminated as of the date of such expiration and shall thereafter have no further force and/or effect, except for those provisions that by definition necessarily survive the termination of this Agreement (e.g., liability).
