The City is seeking proposals from consultants to conduct a comprehensive Water and Wastewater Cost of Service and Rate Study. The goal is to assess the existing rates and revenues and update the rate structures to adequately fund the water and sewer utility operations, capital costs, reserve funds and budgets, and existing debt service obligations while ensuring a five-year rate policy that will both stabilize rates and meet all needs. The City reserves the right to cancel this Request for Proposal or to reject any and all proposals submitted as well as to waive any informality, whichever is in the best interest of the City, in the City's sole discretion. The City shall not be bound until such time as a written contract is executed by both the Proposer and the City.
