Electronic Bids must be accompanied by a corporate surety bond in an amount which is at least equal to 5% of the total bid and may be submitted electronically with BidVault using Surety 2000, SurePath or as a hard copy by mail or other delivery method, either as a corporate surety bond or a certified check made payable to the Clay County Treasurer. If not submitted electronically, the proposal guarantee must be received at the Clay County Highway Department, 2951 41 1/2 St S, Moorhead, MN 56560, in a sealed envelope clearly marked with the name of the bidder, type of work and project number by 4:30pm CST, the business day prior to the specified date of bid opening. The Clay County Board of Commissioners reserves the right to accept any bid or reject any or all bids, waive any irregularities, and award the contract in the best interest of Clay County.
