The Indian Run Floodplain Restoration at Highville Road work includes selective site demolition, surveying; erosion and sediment controls; flow diversion; removal of accumulated sediment to create a functional floodplain area with a consistent slope tying into the upstream and downstream channel; creation of an anastomosed channel system that ties to the existing channel at the upstream extents and at the downstream end at Highville Road. Log sill and woody debris grade control structures will be installed to provide grade control across the restored system. The restored area will be planted as specified in the drawings to provide native riparian buffer habitat. Fencing and gate replacements are included in the Work. Bid security shall be forfeited as liquidated damages should the bidder default in execution of the contract within 180 days after award of same. Bids may not be withdrawn within 60 days after bid opening. The Owner shall award the contract to the lowest responsible and responsive bidder or reject all bids within sixty (60) days from the date of the bid opening; provided, however, if the award is delayed by the required approval of another governmental agency, the sale of bonds, easement acquisition or the award of a grant, the Owner shall reject all bids or award the contract to the lowest responsible and responsive bidder within one-hundred twenty (120) days from the date of the bid opening.
