MP36 Locomotive Service Life Extension and Repair Question Deadline 1/16/2025 at 2:00 PM PT Online Q&A Yes Performance Bond 50.00% Services to extend the Service Life and Repair the MP36 Locomotive Fleet. See Attachment A - Scope of Work for more details. The following locomotives are included in this scope: Eleven (11) in-service and Four (4) out-of-service (2008-2009) Motive Power Industries 36PH-3C (SCAX 890, 891, 893, & 898) Main Engine 16 cylinder 3600 HP 16-645F3B-T2R, EPA Tier 2R Emission Compliant HEP Engine 639 KW CAT C27 V-12 1050 HP (Tier 4 final standards) The following work scope is a minimum requirement for an initial order of four (4) locomotives and up to an additional eleven (11) locomotives to be released as needed (approximately 3 locomotives per year for four years) as funds become available. The 4 OOS locomotives will be sent to the Contractor first. The Contractor shall: o Inspect and test each locomotive in accordance with sections 1-11 below. o Produce test report documenting inspection findings. o Determine any work needed to ensure reliable performance of that locomotive. o Provide a unit-specific report to SCRRA requesting approval for unit-specific scope. All inspections and work shall be conducted in compliance with the SCRRA MP36PH-3C Locomotive Maintenance Manual (LMM) and the applicable Electro-Motive Division Maintenance Instructions (MI). 1. Top Deck Overhaul of main engine to maintain emission compliance using OEM certified kits or non-OEM kits including new engine certification sticker/embossed metal label (preferred) 1.1. The overhaul shall include Engine Crank Bearings, Power Assemblies including injectors, Turbocharger and Water Pumps on all locomotives. 2. Main and Auxiliary Alternator 2.1. Clean and inspect for damage to windings, insulation, and commutator. 2.2. Replace brushes. 2.3. Replace bearings. 2.4. Replace slip ring assembly. 2.5. Replace diodes. 3. Truck Overhaul 3.1. Disassemble and clean all castings, inspect, and repair any cracks or worn areas. 3.2. Inspect, tram per EMD MI and restore if necessary. 3.3. Replace all wear plates, bushings, pins, and elastomer parts. 3.4. Renew foundation brake rigging, pins, bushings, and wear plates. 3.5. Inspect all shocks for leaking, bushings, and mounts. 3.6. Test all elliptical spring packs and replace any broken leaves. 3.7. Test all helical springs and replace any fatigued or broken coils. 4. Carbody Repair 4.1. The carbody shall be prepared and repainted in the Metrolink Paint scheme, as approved by the SCRRA Project Manager, following inspection and repairs. 4.2. Repair of any damage, corrosion, or deterioration of metallic and non-metallic panels 4.3. Repair any damaged or bent safety appliances, deck and end plates, handrails, ladders, and step wells. 4.4. Clean, repair and paint all traction motor blower ducts and undercar boxes or enclosures. 4.5. Inspect bolster centerplates for wear and cracking, repair as needed. 4.6. Clean and inspect battery boxes, repair any deterioration, and repaint the interior with acidresistant paint. 5. Electrical Overhaul The Electrical system shall be inspected repaired as needed. 5.1. Electrically test low voltage circuits for grounding and high voltage circuits for leakage (Megger) 5.2. Provide all new high voltage contactor contacts and arc protection (including cooling fan contactors) 5.3. Repair or replace any conductors with damaged or compromised insulation. 5.4. Re-secure wire harnesses to bars or tie-downs as needed. 5.5. Inspect and repair as needed all exterior headlights, ditch lights, marker lights and ground lights. 5.6. Provide new enclosure gaskets and LED lamps for items in 5.5 above. 6. Cab Interior Repair The cab interior shall be renewed to provide a clean and comfortable work area. 6.1. Replace all Engineer's Desk controls, resurface desktop. 6.2. Replace both cab seats. 6.3. Replace cab floor covering. 6.4. Repaint cab interior. 6.5. Qualify and replace as needed cab Air Conditioning unit. Ensure unit utilizes refrigerant R407C. 6.6. Clean all duct work within and associated with the Air Conditioning Unit. 6.7. Qualify cab heaters repair or replace as required. 7. Air System The air system shall be renewed to provide a sufficient supply of air that is free from contamination. 7.1. Overhaul or provide UTEX Air Compressor. 7.2. Overhaul compressor governor. 7.3. Overhaul Air Dryer. 7.4. Overhaul or replace all drain valves. 7.5. Inspect reservoirs for excessive internal corrosion, inspect exterior and mounting brackets for corrosion or damage. 8. Fuel System The fuel system shall be cleaned and inspected for leaks and damage. 8.1. Remove fuel tank from frame and inspect mountings. 8.2. Steam clean fuel tank and inspect for leaks. Repair any leaks or damage to the tank.
