Site work and new construction of a multi-residential development in Shawnee, Oklahoma. Completed plans call for the construction of a multi-residential development; and for site work for a multi-residential development.

Project Location: Village West, Shawnee, Oklahoma (off Highway 177 and Coker Road) The homes have paved road access, water and electricity ready for tie in, and homes will be on aerobic septic systems. The square footage of these homes will be determined through design. The fixed-price Design-Build contract is estimated to be under $2.5 million and must be completed by May 2026. This project is federally funded by a United States Department of Housing and Urban Development (HUD) Indian Housing Block Grant - Competitive grant award. The project design, estimate, and construction will be reviewed/inspected by the U.S. Army Corps of Engineers-Tulsa District. The Corps will also review pay applications for the Owner's recommendation to pay. Selection of a Design-Build team will be evaluated on the following criteria: 1. Architect's/Engineer's qualifications and experience. 0-5 points 2. General Contractor's experience, superintendent's experience, and quality control of project. 0-5 points 3. Design-Build team's experience contracting with tribal governments or housing authorities. 0-5 points 4. Plan to hire local Indian labor and minority subcontractors. 0-5 points 5. Proposed design-build completion schedule with critical path items. 0-5 points 6. Design-Build lead registered on online 0-5 points 7. Verifiable Indian Preference of A&E and GC (proof of tribal enrollment and/or majority company ownership if claiming Indian owned business). 0-10 points 8. Proof of existing business insurance and ability to 100% bond payment and performance. 0-5 points. 9. Design-Build contractor proof of SAM.gov No Exclusions showing contractor is not debarred from receiving a federal contract. 0-5 A 100% payment and 100% performance bond will be required at the time of contracting at 30% design. A Certificate of Liability Insurance for the contract price, naming the Kickapoo Housing Authority as a certificate holder or additional insured, will also be required at contracting. The Design-Build lead must be registered online with no exclusions prior to contracting. Contractor will make all reasonable attempts to hire minority subcontractors and/or Indianowned businesses and report annually to the Owner. Contractor will hold a local job fair, report monthly progress to Owner with minutes and a photo log, and have a superintendent on site during all construction activity. This is a Davis-Bacon project with prevailing wage rates for Pottawatomie County, OK. Payroll certifications must be completed weekly and submitted with Pay Applications. There is no site showing and additional questions will not be taken at this time. The HAKTO will proceed to a 30% design phase with a responsive and qualified Design-Build team based on the information contained in the RFQ packet. The HAKTO reserves the right to select a D-B team with or without conducting interviews. PROJECT DESCRIPTION: 1) Construct TWO (2-bedroom) duplexes (total of four units), with modern ADA bathrooms and ADA kitchens, with bathroom or closet storm shelters that can accommodate a wheelchair, 2) Construct TWO (3-bedroom) modern rental homes, 2 bathrooms, each with closet storm shelters, 3) Construct FOUR (4-bedroom) homeownership homes, with a closet storm shelter, and 4) install subdivision amenities such as gated entry and signage, outdoor basketball court and pickleball court Location of Duplexes: 13314 (A&B) and 13313 (A&B) Bear Circle Location of Rental Homes : 38000 and 38006 Blackberry Drive Location of Homeownership Homes: 38012, 38018, 38020, and 38034 Blackberry Drive Village West, Shawnee, OK 74804 (Pottawatomie County, OK) PROJECT ESTIMATE: $4.3 million Homes to include driveways with zero step entries, metal roofs, 36 hallways and doors, post-tension slabs, and storm shelters. At least two lots need clearing and fill. The homes have paved road access, water, and electricity ready for tie in, and homes will be on aerobic septic systems. The square footage of these homes will be determined through design. A 1-year warranty period is required post substantial completion with walk-through required of the contractor team and USACE and Owner 12 months later. The site is considered rural and not permitted or inspected by the City of Shawnee. Subdivision is under tribal police protection.
