The Work is Comprised of Three (3) Contracts, Contract a Emergency, Contract B on-call, Contract C Hydrant Flushing and Valve Assessment. Contracts a & B May Each Be Awarded to Up to Three (3) Contractors. Contract C May Be Awarded to Up to One (1) Contractor. The Work for Contract a & B Will Include but is Not Limited to General Maintenance and Repair of Water Distribution System Components Throughout the Service Area as Directed. Response Time for Contract a Shall Be Within Four (4) Hours of Notification and Issuance of a Specific Scope of Work by Owner, Response Time for Contract B Shall Be Within Seventy-two 72 Hours of Notification and Issuance of a Specific Scope of Work by Owner. Scopes of Work May Be Issued at Multiple Times Throughout the Life of the Contracts. The Work for Contract C Will Include Performing Assessment and Exercising, Along With Documentation, of Approximately 291 Twelve-inch Gate Valves and 733 Hydrants Located Throughout the Entire Clinton Water Department Distribution System Service Area as Well as Repair or Replacement of Deficient Valves and Hydrants as Encountered During the Work, Including Restoration. Response Time for Contract C Shall Be Within One Week of the Issuance of the Scope of Work. Scopes of Work May Be Issued at Multiple Times Throughout the Life of the Contract. The Contractor is Responsible for Providing All Labor, Supervision, Trade Skills, Materials, and Equipment Required for the Work as Described in the Construction Documents. A Certified Check or Cashier's Check Made Payable to the Order of the Town of Clinton, or a Duly Executed Bid Bond, in the Amount of Ten Percent (10%) of Each Bid, but in No Case in Excess of $20,000.00 Must Be Deposited by the Bidder Each Contract is Based Upon a Contract Term of Two (2)-years With an Option of Two (2) Consecutive One-year Extensions. The Award of the Optional One-year Extensions Shall Be Exercisable at the Sole Discretion of the Owner. The Term is Considered to Be Extended Unless the Owner Provides Written Notice Prior to the Expiration of the Term Year if It Exercises Its Option to Terminate This Contract. The Duration of Each Term of the Contract Shall Commence Upon Execution of the Contract. Prices to Be Paid to the Contractor for Each One-year Extension Will Be Based on the Price Proposal for the Initial Contract, as Adjusted Not to Exceed the Change in the Index Rate for the 12 Months Preceding the Most Recently Quarterly Calculation Available at the Time the Contract is Extended, in Accordance With Local Public Contracts Law (N.j.s.a. 40a:11-1 Et. Seq.). A Certified Check or Cashier's Check Made Payable to the Order of the Town of Clinton, or a Duly Executed Bid Bond, in the Amount of Ten Percent (10%) of Each Bid, but in No Case in Excess of $20,000.00 Must Be Deposited by the Bidder. Bidders Are Required to Comply With the Requirements of the New Jersey State Statutes: N.j.s.a. 10:5-31 Et Seq. And N.j.a.c. 17:27 Affirmative Action Section 1 of P.l.1977, C.33 Statement of Ownership (N.j.s.a. C.52:25-24.2) N.j.s.a. 40a:11-18 American Goods and Products to Be Used Where Possible Section 21 of P.l.1971, C.198 Guarantee to Be Furnished With Bid (N.j.s.a. C.40a:11-21) Section 22 of P.l.1971, C.198 Surety Company Certificate (N.j.s.a. C.40a:11-22) Section 16 of P.l.1971, C.198 Listing of Subcontractors (N.j.s.a. C.40a:11-16) Section 1 of P.l.2001, C.134 Business Registration (N.j.s.a. C.52:32-44) if Awarded a Contract, Your Company/firm is Required to Comply With Requirements of N.j.s.a. 10:5-31 Et Seq. And N.j.a.c. 17:27. The Submitted Bid Packages Shall Be Complete, and Enclosed in a Sealed Envelope With the Bid Description and the Name and Address of the Bidder Marked Clearly on the Outside of the Envelope and Addressed to the "Town Clerk, Town of Clinton" the Town of Clinton Reserves the Right to Consider Bids for Sixty (60) Days After Their Receipt. The Right is Reserved to Waive Any Informalities, to Accept Bids Which It Deems Most Favorable to the Interest of the Town to Make an Award and to Accept Any Bid or to Reject Any or All Proposals in Accordance With the Specifications and the Bid Forms. One Hard Copy and One Electronic Copy of the Bids Shall Be Submitted at Bid Time on the Forms Provided and Made Part of the Contract Documents.
