Removal of an Existing 5000-gallon Heating Oil Underground Storage Tank Construction Contractor Services Required for the Removal of an Existing 5000-gallon Heating Oil Underground Storage Tank (Ust), 1851 State Route 31, Clinton Township, Hunterdon County The Contractor Shall Furnish All Labor, Materials and Equipment Required for the Removal of an Existing 5000-gallon Heating Oil Underground Storage Tank (Ust) at the Spruce Run Administration Building, Clinton Township, Hunterdon County, Nj. The New Jersey Underground Storage Tank (Ust) Regulations (Njac 7:14b Subchapter 13) Require That All Personnel Who Install, Close, Test, and Design Corrosion Protection Systems for Usts Must Be Certified. The Contractor Must Be Certified in Ust Closure. This is a "Public Work" Project and Bidders Are Required to Comply With the Provisions of the New Jersey State Prevailing Wage Act and the New Jersey Public Works Contractor Registration Act. All Bids Submitted Shall Be Accompanied by a Bid Security Amounting to Not Less Than 10% Percent of the Total Bid Price or $20,000, Whichever is Less. Further Details on Bid Security Are Within the Invitation for Bid. A Goal of 25% of the Value of the Contract Shall Be Established for the Award of Contracts to New Jersey Based, Division of Revenue- Small Businesses Enterprise Unit Registered Small Businesses in Accordance With the Provisions of N.j.a.c. 17:13-4.1; Executive Order 71). The Contractor Must Also Make a Good Faith Effort to Award a Goal of 3% of the Dollar Value of Its Contract to Eligible Disabled Veteran Businesses, Pursuant to N.j.a.c. 17:14-1.1 Et Seq. Bidders Are Required to Comply With the Provisions of the State of New Jersey Business Registration Certification Act (N.j.s.a. 52:32- 44), Affirmative Action Compliance Requirements (N.j.s.a. 10:5-31 Et Seq. And N.j.a.c. 17:27), the Diane B. Allen Equal Pay Act (N.j.s.a. 34:11-56.14), the Small/disabled Veteran Business Set Aside Act (N.j.s.a. 52:32-17, 31.1 Et Seq.), and the Pay to Play Prohibitions and Political Contribution Disclosure Requirements (N.j.s.a. 19:44a- 20.27 (P.l. 2005, C.271). This Invitation for Bids (IFB) is being released by the New Jersey Water Supply Authority, hereinafter referred to as the "Authority," to obtain bids for Construction contractor services required for the removal of an existing 5000-gallon heating oil underground storage tank (UST) at the Spruce Run Administration Building, Clinton Township, Hunterdon County, NJ (Project). The work required includes the provision of all labor, materials, equipment, and services necessary as required by the contract documents. The Authority is seeking bids from Construction contractors to excavate, clean, demolish and remove an existing 5000-gallon steel double-walled heating oil UST and all appurtenant piping, wiring, and other equipment at the Spruce Run Administration Building. Work is to comply with NJDEP Site Remediation/Underground Storage Tank standards and all other applicable regulations of federal, state, and/or local authorities having jurisdiction. The work also includes, but is not limited to backfilling with certified clean fill, construction of new asphalt and concrete pavements, and provision of excavation support, control of groundwater (as directed), and all other temporary facilities/controls required to complete the work in accordance with the Contract Documents. NOTE: The Authority will contract separately with a Licensed Site Remediation Professional (LSRP) for site investigation activities associated with the UST closure. Provision of LSRP services is not included in the scope of this solicitation. However, the Contractor will be required to coordinate with and provide support to the Authority's LSRP as described in the Contract Documents. Regulated UST systems: The New Jersey Underground Storage Tank (UST) regulations (NJAC 7:14B Subchapter 13) require that all personnel who install, close, test, and design corrosion protection systems for USTs must be certified. The Contractor must be certified in UST closure.
