The Agency is seeking bid proposals from qualified Contractors to provide a pedestrian bridge installation for the City of Menifee s CIP 20-13: Paloma Wash Pedestrian Bridge Project . The selected Contractor shall perform the Work under the general direction of the Public Works/Engineering Department for the Agency and in collaboration with the City s Engineer/Project Manager and/or assigned staff. In general, the proposed project will consist of installing a new prefabricated bow steel-truss pedestrian bridge (approximately 174 long and 14 wide), per its associated plans and specifications. Bridge installer must possess a current State of California C-51 Contractor s License . Manufacturing of the prefabricated bridge is being done by a separate contract. Contractor shall coordinate delivery and staging of the prefabricated bridge prior to arrival. Further, the scope includes retaining walls, ramps, walkways, seat walls, plaza paving, fabric canopy framing and post, rails outside the bridge, fences, lighting and electrical, landscaping and irrigations, bridge infrastructure installation, concrete abutments and concrete decking. The project location spans over the Paloma Wash, a flood control channel, between Central Park and Haun Road, and is approximately 1,400 feet south of Newport Road, Menifee. Each bid must be accompanied by a certified cashier's check payable to the City of Menifee or a satisfactory bid bond executed by the bidder and an acceptable surety in an amount equal to ten percent (10%) of the total aggregate bid amount. Prior to the installation of the pre-manufactured bridge, the successful bidder will be required to furnish and pay for performance and payment bonds acceptable to the Agency. Liquidated damages are required by law and will apply to the Project in accordance with the Special Provisions. The Bidder shall install pre-manufactured bridge and associated approved plans and specifications. In addition, since this contract includes installation of the pre-manufactured bridge, the Contractor, who performs the bridge installation, shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor s license(s) for the work bid upon and shall maintain the license throughout the duration of the Contract. Bidders must possess a current State of California Class-A Contractors License. The Agency will accept bids only from Bidders that (along with all subcontractors listed in the bid) are currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5. Subject to Labor Code Sections 1771.1(c) and (d), any Bid from an unregistered Bidder or that includes an unregistered subcontractor shall be returned and not considered, provided that if Bidder is a joint venture (Business & Professions Code Section 7029.1) or if federal funds are involved in the Contract (Labor Code Section 1771.1(a)), Agency may accept a non-complying Bid provided that Bidder and all listed subcontractors are registered at the time of contract award.
