he scope of work generally consists of installing a hydrodynamic separator (HDS) system off the City's existing 72-inch RCP storm drain that conveys storm water from Placentia Blvd through the Costa Mesa Golf Course and into the Orange County Flood Control District's (OCFCD) Fairview Channel (OCFCD Facility-D04). The HDS serves to clean storm water that is conveyed by Fairview Channel to Greenville-Banning Channel and ultimately to the Santa Ana River. The Greenville-Banning Channel and Santa Ana River HDS Installation project involves construction of a continuous deflection separator (CDS) unit on the City of Costa Mesa's Public Golf Course, just upstream from the Orange County Flood Control District's head wall structure and the City's 72-inch RCP outlet/inlet to the OCFCD Fairview Channel. Maintenance and construction access to the new CDS unit will be maintained through the City's Corporate yard and the City's Public Golf Course. Other Details Submit one electronic copy of the proposal, pages P1-P11, and the electronic Line Items section, and bid bond as outlined in the Notes Section. All required forms and sections of the Bid must be submitted via PlanetBids. Bidder is solely responsible for "on time" submission of their electronic bid. The Bid Management System will not accept late bids and no exceptions shall be made. Bidders will receive an e-bid confirmation number with a time stamp from the Bid Management System indicating that their bid was submitted successfully. The City will only receive those bids that were transmitted successfully. Notes Bidder agrees to initial or notarize (if applicable) all pages on P-1, P-1a, P-1b, P-2 thru P-11 and upload online. Each bid shall be accompanied by one of the following: cash, cashier's check made payable to the City, a certified check made payable to the City, or a Bidder's Bond executed by an admitted surety insurer, made payable to the City, in an amount not less than 10% of the maximum amount of the bid. This original bid security / bid bond must be submitted to the City Clerk's Office at least one hour prior to the bid submission deadline. ORIGINAL SEALED COPY OF BIDDERS BOND MUST BE SUBMITTED TO THE CITY CLERK, 77 Fair Drive, Costa Mesa, CA, PRIOR TO BID OPENING DATE. All responses for this Bid are due at or before the time shown on each Notice Inviting Bids. Late responses will not be accepted. Hard copy responses of Submittals WILL NOT be accepted. The City is not responsible for and accepts no liability in the event a response is late due to any network, internet, or any other technical problem or interruption. The City is not responsible for any errors that may occur from the printing of any of these documents by bidders, including, but not limited to: scaling issues, print quality, failure to print and submission of all required documents. The Bid Results are immediately available to the public via online portal following the Bid Opening Date (Bid Due Date). The bidder is solely responsible for "on time" submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids.
