The scope of work generally consists of cleaning, prepping, and reflooring the interior of the first and second floor of the Police Department as well as the first floor and basement corridors. Reflooring will include both rubber base, carpet, and floating LVT. All furniture will be temporary relocated from the area of work. All baseboards are currently removed from the interior repaint project and will need to be reinstalled by the contractor. This project will be completed in multiple phases during off hours - after 5 PM Monday through Friday, to minimize impact on Police Department activities. It is the Contractor's responsibility to determine the phasing layout and to work with the Police Department and the City to ensure the Police Department still has access throughout the entire building during construction. Each bidder must submit a certified check, cashier's check, or a bid bond, made payable to or in favor of the City of Costa Mesa, in an amount equal to at least ten percent (10%) of the total amount of the bid, to the Costa Mesa City Clerk PRIOR to the bid submission deadline. No bid will be considered unless such certified check, cashier's check, or bid bond is received by the City Clerk prior to the bid submission deadline. A valid California Contractor's State License C-15 (Flooring and Floor Covering License) issued by the California Contractors State License Board is required at the time the contract is awarded pursuant to California Public Contract Code section 3300. Each bidder must also be qualified as required by law at the time of the bid opening. A Payment Bond and a Performance Bond, each in the amount of 100% of the contract amount, will be required of the successful bidder prior to award of the contract. The City of Costa Mesa reserves the right, in its sole discretion, to reject any or all bids , or to waive any minor irregularities or informalities in any bid.
