Fairview Road Active Transportation Improvements - Adams Avenue to Fair Drive Question Deadline 02/04/2025 at 11:00 AM PT Online Q&A Yes Scope of Services Fairview Road is a 6-lane Major Arterial with raised center medians and with Class 2 bicycle lanes on the east and west sides of the street between Adams Avenue and Fair Drive. The segment is home to the Orange County Fairgrounds, Jack Hammett Sports Complex and Costa Mesa High School and Middle School on the east side of the street, and Orange Coast College on the west side. The Average Daily Traffic (ADT) volume on Fairview Road is roughly 19,000 vehicles per day (vpd) between Adams Avenue and Fair Drive. Fairview Road has a 40 mph posted speed limit along the entirety of the corridor. The purpose of the project is to construct multi-modal safety improvements on Fairview Road and to further improve bicycle and pedestrian safety. The City of Costa Mesa would like to procure professional engineering services for the Fairview Road Active Transportation Improvements - Adams Avenue to Fair Drive (Federal Project No. STPL-5312(109)) project (Project) to design Class IV Cycle Tracks along Fairview Road from Adams Avenue to Fair Drive (Exhibit A). The project includes reducing lane widths and median widths to construct Class IV Cycle Tracks in the northbound and southbound directions. The project will include but is not limited to the construction of raised concrete bus boarding islands at bus stops, signing and striping, pavement rehabilitation, median modifications, landscaping and irrigation, and utility relocations/adjustments. The project will include extensive community outreach and meeting with the City's Active Transportation Committee and other stakeholder groups to obtain feedback on the proposed improvements. The City recently completed the design of the Fairview Road Active Transportation Improvements - Newport Boulevard to Fair Drive project, which will be advertised for construction in Spring 2025. The plans for that project will be shared with the awarded consultant for continuity of design for this Project's segment of Fairview Road. This Project will fill the bicycle network gap and will connect to the federally-funded Adams Avenue Bicycle Facility Project - Harbor Boulevard to Fairview Road, and create a continuous Class IV network from the intersection of Harbor Boulevard and Adams Avenue to the intersection of Fairview Road and Newport Boulevard where future low stress bicycle facilities are also planned. In 2023, the City applied for and was awarded federal grant funds from the OCTA Orange County Complete Streets Program (OCCSP) to design and construct the Project. The City would like to begin design of the project as soon as possible and expedite its completion to be able to meet a tight grant funding deadline. Thus, completing the design of the Project on time and without unnecessary delays is critical. The City needs to obtain E-76 for Construction within Federal Fiscal Year (FFY) 2025/2026. The City is anticipating up to an eight (8) month timeline for the design phase of this project which includes preliminary design, community outreach, environmental approval, and final design. The City will need to submit the Request for Authorization for the Construction Phase by April 2026. The following description of work defines the general project requirements. Associated tasks and provisions necessary for a complete project, but not specifically defined herein are requested to be addressed in the proposal and undertaken within the proposed "Not to Exceed" contract fee. The scope of services generally consists of the following: o Phase 1: Topographic Survey, Utility Research & Project Data Collection o Phase 2: Preliminary Design o Phase 3: Environmental Approval o Phase 4: Design Plans, Specifications, and Estimates (PS&E) o Phase 5: Construction Technical Support The method of Contractor Selection has not been Determined at this time.
