Dakota County is seeking proposals from qualified contractors to design interpretive features that recognize, honor and preserve Indigenous sites with Spring Lake Park Reserve. The scope of this Request for Proposal is for the schematic design of the interpretive features conceptualized in the interpretive messaging plan, as well as the engagement of Indigenous peoples in this process, so that the interpretation recognizes and shares the stories of the Dakota people from their perspective and with their narratives. This proposal seeks a consultant for all components of the interpretive design; the deliverables are detailed below. The consultant will be required to furnish and/or secure all labor, materials, transportation, tools, supplies, equipment, coordination, approvals, necessary for the successful completion of the plan. Dakota County will consider alternative project approaches recommended by applicants. o 6-8 Park Kiosk Adaptation Features o 6 Acknowledgement Stones o 6 Story Thread Trail Markers The specific deliverables of this project are listed below. Schematic Design 1. Research, including: o Review of documents include in section B of this RFP, including the Spring Lake Park Reserve Interpretive Messaging Plan. o Site visit to Spring Lake Park Reserve. o Confirmation and/or identification of sites along trail system where interpretive messaging features will be located. o Confirmation of program. 2. Content Development, including: o Confirmation and/or identification of interpretive framework, as well as the specific stories to be told. o Submission of content, text and graphics or illustrations for review. o Translation services, if needed. o Photo or art acquisition and any associated fees and permissions, as needed. o Interviews, recordings, and audio-visual files for any oral interpretation, as needed. 3. Documents, including: o Provide 100% Schematic Design documents (drawings and outline specifications or narratives) for review. o Fee estimates for each frame and site. 4. Site Design, including: o Design of site layout, including access from greenway o Landscape design, if needed, to support interpretation Engagement To ensure Indigenous voices, perspectives, and narratives guide this project, this project should be led by a consulting firm that: 1. Is Indigenous led or includes Indigenous voices on the consulting team. 2. Collaborates with the Tribal Historic Preservation Officers for the Prairie Island Indian Community, Upper Sioux Community, Lower Sioux Indian Community and Shakopee Mdewakanton Sioux Community. 3. Engages with the Indigenous community more broadly through meetings with Indigenous groups throughout the process, in collaboration with County staff. Deliverables: The selected consultant will be expected to participate in all meetings needed to complete the project. This will include preparation of meeting notices, agendas, meetings materials, and summaries as well as a meeting facilitation. The consultant team will incorporate the community input and direction provided. a. Listening Sessions The consultant team will be guided throughout the process by an Indigenous Advisory group, brought together by the consultant with input from Dakota County. This group will include the Tribal Historic Preservation Officers from the four Dakota Tribes that share geography with the state of Minnesota. The meetings will be additionally about collaboration and relationship building. o 3-6 listening sessions with Indigenous advisory group and Dakota County staff Questions regarding this RFP and the project must be received before 4:30 PM Central Standard Time, Friday, October 18, 2024.
