The work covered by this Section of the Specifications consists of furnishing all materials, plant, equipment, tools, appliances, labor, supervision and incidentals for installing an automatic, triplex submersible-type sanitary sewage pumping station, complete with all necessary accessories, controls and appurtenances. Items to be furnished and installed as part of this Item of Work include but are not limited to Wetwell and Influent Structure Submersible pump-and-motor units (3 each); Guide rail system for retrieving and reinstalling submersible pump (3 each); Valves, fittings and ductile iron pipe for triplex-pump discharge; Electrical and controls; Appurtenances and work, defined or inferred, that are necessary for completing this Item of Work as shown on the Plans and described in these Specifications All work shall be in accordance with the Plans and these Specifications and with manufacturers installation instructions. The project will consist of the installation of a new pump station, associated influent lines, force mains, generator and appurtenances, and demolition of existing pump station onsite. Bids received after the time specified above will not be considered. Bids must be submitted on the Bid Form included in the Specifications and the Documents. Each bid shall be accompanied by a Certified Check, Cashiers Check, or Bid Bond payable to the City of Scott, the amount of which is not to be less than five (5) percent of the total bid. This surety shall be given as a guarantee that the bidder will execute the contract should it be awarded to him in conformity with the Documents. A Performance Bond and a Payment Bond each in the full amount of the contract must be completed upon award of the contract by the successful bidder. All questions about the meaning or intent of the Contract Documents shall be directed to the Engineer. Interpretations or clarifications considered necessary by the Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the Engineer as having received the Contract Documents. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. Only answers given by written Addenda shall be binding. Verbal answers will be without legal effect. The Contractor shall be required to commence work under this Contract within fifteen (15) calendar days from the date of the written Notice to Proceed. The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. No Bidder may withdraw the submitted bid for at least forty-five (45) days after the time scheduled for the opening of bids, except to withdraw bids in accordance with Title 38 of the Louisiana Revised Statutes. Document Note: On other sets of documents furnished to bidders the deposit less actual cost of reproduction, will be refunded upon return of the documents no later than ten days after receipt of bids. If the Bidder intends to have the plans and specifications shipped, prior prepaid arrangements must be made with a third party courier or parcel shipping service. No plans and specifications shall be released without the above deposit in receipt at the office of Grooms Engineering, LLC. The Plans and the Specifications and Documents shall be available until twenty-four (24) hours before the time scheduled for the opening of bids. Bids shall be submitted inside a sealed envelope addressed to City of Scott showing the name of the project as above and the name of the Bidder.
