Any Bidder submitting a bid in the amount of $50,000.00 or more shall be a licensed contractor in accordance with Louisiana R.S. 37:2150-2164 and shall show the license number on the front of the sealed envelope in which the bid is enclosed. The Bidder shall hold a license with the classification Highway, street and bridge construction or its subclassification - Highway, street and bridge construction Permanent or paved highways and streets (asphalt hot and cold plant mix) as issued by the State of Louisiana Licensing Board for Contractors. Bids submitted not in accordance with these requirements shall be rejected and returned unopened to the Bidder. Bids must be submitted on the Bid Form included in the Specifications and the Documents. Each bid shall be accompanied by a Certified Check, Cashiers Check, or Bid Bond payable to the City of Scott, the amount of which is not to be less than five (5) percent of the total bid. This surety shall be given as a guarantee that the bidder will execute the contract should it be awarded to him in conformity with the Documents. A Performance Bond and a Payment Bond each in the full amount of the contract must be completed upon award of the contract by the successful bidder. Doc note: On other sets of documents furnished to bidders the deposit less actual cost of reproduction, will be refunded upon return of the documents no later than ten days after receipt of bids. If the Bidder intends to have the specifications shipped, prior prepaid arrangements must be made with a third-party courier or parcel shipping service. No specifications shall be released without the above deposit in receipt at City Hall building. The Specifications and Documents shall be available until twenty-four (24) hours before the time scheduled for the opening of bids. The project will consist of patching and overlaying a section of Dulles Drive within the City of Scott.
