Question Deadline 10/28/2024 at 5:00 PM ET ALL INQUIRIES FOR INFORMATION SHOULD BE DIRECTED TO CASSANDRA SMITH, BUYER, PHONE: (757) 393-8261, FAX: (757) 393-5104; All questions must be submitted via email to purchasing@portsk12.com CONSTRUCTION AND INSTALLER QUALIFICATIONS The installer of the synthetic track shall be the prime contractor for this project. All facets of construction are to be overseen and directed by the installer of the track. To be an approved Bidder for this project, the company must provide references of clients who have had track construction work completed with a similar scope within the last five (5) years. As a part of the Bid, the Contractor shall provide the location of the constructed track, contact names, and contact numbers for verification of their ability to meet the experience requirements. Failure to provide this information may result in the bid being considered non responsive. In addition, the Bidder shall include documentation of being a licensed contractor and registered to conduct business in the State of Virginia (see Attachment H: Bid Form). 1. Site Preparation o Surveying: Conduct a comprehensive site survey to assess soil conditions, drainage requirements, and space alignment. This will also require core samples done by a Geotechnical firm to assess the existing track base and subbase. Extra attention shall be made on the condition of the stone base under the asphalt. o Excavation and Grading: The existing track is fourteen (14) years old, renovating the asphalt will permit longer life for the new track. Remove existing surface and debris, and level the ground to meet the required specifications. Ensure proper grading for water drainage. o Drainage System: Install a sub-surface drainage system to prevent water accumulation and ensure long-term track integrity. The system shall include perimeter drains, catch basins, and other necessary components. 2. Track Design o Track Size: The track shall be a standard 400-meter, eight (8) lane oval track with a straight section for sprints. It shall conform to National Federation of State High School Associations (NFSHSA) regulations. Base work may be required if the track size is not currently at 400 meters Track Surface: Install a synthetic polyurethane surface with shock-absorbing properties. The surface shall be resilient, weather-resistant, and meet performance standards for high-level competitions. o Color: The track surface shall be colored black. o Thickness: The track surface shall be 13-15 mm thick to provide sufficient durability and shock absorption. o Warranty: A minimum warranty of 7-10 years on the surface material. o Future Turf drainage: Provide and install 24" nyoplast basin with grate within the track oval where future field will be constructed. Provide and install up to 150 lineal feet of 15" solid HDPE storm pipe connecting the new nyoplast basin to the existing storm sewer system. 3. Sub-Base and Base Layers o Sub-Base: Shall consist of a compacted sub-base layer, composed of crushed stone that ensures stability and uniformity across the track. o Base: An asphalt base layer shall be installed above the sub-base to provide a solid foundation for the synthetic track surface. 4. Track Markings and Lanes o Lane Markings: Contractor shall paint and mark lanes according to National Federation of State High School Associations (NFSHSA) guidelines, ensuring lane width, start/finish lines, and other necessary markings are properly placed. o Number of Lanes: The track shall have eight (8) lanes, each lane measuring 1.22 meters in width. o Exchange Zones: The relay exchange zones shall be colored red to prominently display the designated areas and ensure visibility for athletes during baton handoffs. Additional Markings: Track shall also include markings for hurdles and relays. 5. Field Events Areas Long/Triple Jump Pits: Install two sand pits with synthetic surface runways installed in the D zone. High Jump Area: Create area with appropriate surfaces, matting, and poles installed in the D zone. Pole Vault Area: Update current area with NFHS standards and appropriate surfaces, matting, and poles. o Shot Put and Discus Rings: Construct cement throwing rings with proper sector markings. 6. Safety and Accessibility o Padding: Ensure that appropriate padding and safety measures are installed around the perimeter of the track for athlete protection. o Access Points: Include accessible entry points compliant with ADA regulations for students and spectators with disabilities.
