This Request for Proposal (RFP) is issued by the City of Sioux Falls (hereinafter referred to as the City). The purpose of this RFP is to establish a contract with a qualified Firm to provide professional engineering design and construction administration services for the City's Water Reclamation Facility Primary Clarifier Expansion Project. Questions Due Date: Nov 1st 2024, 12:00 PM CDT Questions regarding this RFP shall be submitted in writing to the POC as stated in Section 1.02 or via the e-procurement platform. Answers to questions and addenda will be posted online within the solicitation on Bonfire The Water Reclamation Facility currently utilizes four primary clarifiers for the removal of TSS, oil, and grease, reducing the demand for BOD5 in the secondary treatment process. The existing primary clarifiers are 90 feet in diameter with an 8-foot side water depth and have been in operation since the early 1980s. The clarifier's mechanical equipment is nearing end of life and has been recommended for replacement (2018 Master Plan). Additionally, the clarifiers have an AADF capacity of 25.5 MGD with PHF capacity of 45.7 MGD. We have experienced several rain events in the past few years that have exceeded the PHF of the clarifiers, causing them to flood. Current flow projections show our plant reaching the capacity of 25.5 MGD in 2030. The goal of this project is to begin construction in 2026 with construction being complete in 2027.
