All Bidders Must Be Licensed Contractors As Required By The Contractor's Licensing Act Of 1994, T.c.a. 62-6-101 Et Seq. The Small Minority Woman-owned Business Enterprise (Smwbe) Participation Level Established For This Project Is 8.10% Mbe And 6.99% Wbe. This Program Maintains A List Of Certified Smwbes, Which Can Be Found On The Authority's Website At Online Or Certified Dbes Located Within The State Of Tennessee, Which Can Be Found On The Tnucp Directory (Tdot) Website At Online Applications/dbedirect/search Or Contacting Business Diversity Development At (615) 275-1755 Or Via Email At Bdd@flynashville.com. Bidders Are Encouraged To Inspect This List To Assist In Locating Smwbe S For The Work. Other Smwbes May Be Added To The List In Accordance With Mnaa's Approved Smwbe Program. The Contractor shall establish a Quality Control Program to perform quality control inspection and testing of all items of work required by the technical specifications, including those performed by subcontractors. This Quality Control Program shall ensure conformance to applicable specifications and plans with respect to materials, workmanship, construction, finish, and functional performance. The Quality Control Program shall be effective for control of all construction work performed under this Contract and shall specifically include surveillance and tests required by the technical specifications, in addition to other requirements of this section and any other activities deemed necessary by the Contractor to establish an effective level of quality control. specifically include surveillance and tests required by the technical specifications, in addition to other requirements of this section and any other activities deemed necessary by the Contractor to establish an effective level of quality control. 101-1.1 GENERAL. The Contractor shall be required to carry out his operations in a manner that will maintain safety and security and cause minimum interference with air traffic, and shall be required to cooperate with the FAA, TSA, the Airport Authority, the airlines, and other Contractors working in the area. All work shall be in accordance with Section S - Airport Safety Plan, Section SC - Special Conditions, and FAA Advisory Circular 150/5370-2G (or the latest edition) and these specifications. 101-1.2 SECURITY. The Contractor shall provide Flaggers, Visual Escorts, and Gate Guards at the locations shown on the drawings to control the passage of Contractor's personnel, construction equipment and materials for this contract to and from the airfield during working hours. The visual escorts shall meet the requirements as outlined in "Section S - Airport Safety Plan." Each Flagger/Visual Escort shall have the appropriate MNAA issued Airport Security ID properly displayed at all times and shall be provided with cell phones for emergency use. Wireless twoway communication shall be provided to the Flaggers/Visual Escorts when they are out of sight of each other. Gate-Guard. The Contractor shall provide gate guards at all AOA access gates, at all times, that will be used in conjunction with access routes indicated on the drawings. Controlled-access gates shall be manned by the Contractor supplied gate guards or the gates are to remain locked at all times. The Contractor's gate guards shall not permit any unauthorized personnel or vehicle traffic on the site. All materials delivery trucks and visitors shall be under the Contractor's control at all times. All Contractor supplied gate guards shall be approved by the Owner and are required to attend MNAA gate guard training in addition to SIDA training. Flagger/Visual Escort. In order to maintain airport safety and security, the Contractor shall provide visual escorts at the locations shown on the drawings to control the passage of Contractor's personnel, construction equipment and materials for this contract to and from the airfield during the working hours. Visual Escorts shall be in addition to any personnel furnished by the Contractor for receiving material and escorting vehicles. The Visual Escort shall be carefully selected and fully instructed as to the airport security regulations and his duties in controlling the Contractor's construction traffic within the AOA to and from the project site. The visual escort will be in place for a period of not less than 1/4 hour before and after the normal working hours unless otherwise approved by the Owner. 101-1.3 TRAFFIC CONTROL. The Contractor shall be required to furnish and/or maintain: Low-Profile Aircraft Barricades. Low-profile aircraft barricades shall be furnished by the Owner and maintained by the Contractor during construction. The Contractor shall be responsible for furnishing the flashing lights for the barricades. Maintenance of barricades shall include replacement of the reflective orange and white reflective stripes, and the solar or battery powered flashing lights with red lenses as needed. The Contractor shall also provide warning lights, traffic cones, and signs and shall place, maintain, move, and store equipment as appropriate
