City Commission of the City of Pembroke Pines is seeking sealed proposals for: Quarterly Right-of-Way Royal Palm Maintenance The City of Pembroke Pines is seeking bids from qualified firms, hereinafter referred to as the Contractor, to provide trimming and strapping services on the 1,227 Royal Palm Trees located throughout the City's Right-of-Ways (ROW), in accordance with the terms, conditions, and specifications contained in this solicitation. SCOPE OF WORK Royal Palm Trimming & Strapping Contractor shall provide four (4) Royal Palm tree trimming and strapping services each year on a quarterly basis. Contractor shall follow all ANSI standards regarding palm pruning and worker safety. Contractor shall have a Broward County Tree Trimmer License at the time of contract acceptance. All workers providing the actual pruning cuts must possess at least a Broward County Tree Trimmer Training Certificate when working. Contractor shall employ at least one person that is certified by the Florida Department of Transportation (FDOT) for Maintenance of Traffic (MOT). All licenses and certifications shall remain active throughout the life of the contract. Palm trimming shall include the following standard practices, but not limited to, seedpod removal, trim fronds 3' away from all structures, remove dead, dying fronds. All resultant debris shall be promptly removed and disposed by the Contractor. All Royal Palms will have the Troy Belt strapping system (or approved equal) installed immediately following the trimming to prevent self-cleaning palm fronds from falling and damaging property or causing injuries. This contract shall include the replacement of each strap every three (3) months. The City reserves the right to add or remove trees during the contract period based on operational needs. Additional charges, or credits, shall be based on the same per tree price in the contract at the time of the change order. Any additional trimming and strapping services shall only be authorized by the Director of Public Services, or designee. All work performed in the ROW shall conform to the MOT standards as required by FDOT. Proper personal protection equipment is to be worn by all personnel. Arrow boards, warning signs, cones, and any other devices necessary for traffic control and worker/public safety shall be provided by the contractor as needed. Annual Adjustments After the initial one-year period, the unit price will be automatically adjusted annually on the anniversary date of the agreement according to the Consumer Price Index for All Urban Consumers (CPI-U), Series ID: CUURS35BSA0 for "All Items" in the Miami-Ft. Lauderdale-West Palm Beach, FL Area (Not Seasonally Adjusted), as published by the U.S. Department of Labor for the annual change as of the most recent month of October, or 4%, whichever is lower, but not less than 0%. Evaluations by Staff: November 13, 2024 - December 2, 2024 Recommendation of Contractor to City Commission for Award: December 18, 2024 Issuance of Notice to Proceed (NTP): January 13, 2025 Question Deadline 10/28/2024 at 11:30 PM ET Bidders shall submit all questions regarding this bid via electronically. The City of Pembroke Pines reserves the right to accept or reject any and all bids or parts of bids, to waive irregularities and technicalities, and to request rebids. The City also reserves the right to award a contract on such items(s) or service(s) the City deems will best serve its interests. All bids shall be awarded to the most responsive/responsible proposer, provided the (City) may for good cause reject any bid or part thereof. It further reserves the right to award a contract on a split order basis, or such combinations as shall best serve the interests of the City unless otherwise specified. No premiums, rebates or gratuities permitted, either with, prior to, or after award. This practice shall result in the cancellation of said award and/or return of items (as applicable) and the recommended removal of proposer from bid list(s).
