The City of New Bern is low-lying (elevation of 5 ft and under in areas) at the confluence of the Trent and Neuse Rivers in Craven County, North Carolina. The Duffyfield Canal began as a natural drainage feature adjacent to what is now Henderson Park in the Duffyfield Community. The City then constructed a concrete canal connecting various ditches and streams running through the area and formalized a 1.2 square mile (782 acre) drainage basin that today comprises over half of the Duffyfield Community and includes the Carolina East Medical Center. The drainage basin extends nearly to Glenburnie Road on the western end of the City, to Green St on the eastern side, to Trent Blvd to the south, and to Rose Street to the north. K-12 schools, schools, parks and numerous businesses follow the drainage basin in relation to the canal and all have been impacted with repetitive loss over the years with increasing frequency. The City of New Bern is requesting qualifications from professional engineering firms to provide project management, funding administration, community engagement, hydrologic and hydraulic analysis, planning, surveying and subsurface utility engineering, and design services related to the Duffyfield Canal Restoration project. Services shall also include development of construction documents, permitting, bidding, and construction administration should future phases be funded. o The City of New Bern reserves the right to reject any and all proposals, waive any irregularities in the proposal, revise the scope of the project, and award the project to the consultant they believe to be the most qualified to perform the work. If a contract is not able to be negotiated, the City reserves the right to terminate all negotiations and select one of the other finalists or issue a new RFQ. o The City of New Bern reserves the right to request and obtain, from consulting firms submitting proposals, supplementary information or request clarification of information submitted as may be necessary for City staff pursuant to the selection criteria contained herein. o The City of New Bern does not compensate for the cost of proposal preparation, and all materials submitted with the proposal become the property of the City. o The City of New Bern reserves the right, through this RFQ, to contract engineering services for the design and construction administration of any alternative process that is identified, as the result of this study, with the firm selected for this RFQ or enter into an agreement with another consulting engineering firm. o The City of New Bern is an Equal Opportunity Employer and will not discriminate on the basis of race, color, religion, sex, national origin, age, or handicap. o The City of New Bern encourages submittals from small and minority firms. .
